Functional Assurance Lead

1. Independent Assurance & Solution Validation

• Protect the
• Customer’s business interests
• by independently assuring Oracle OPC, Unifier, PPM, and Cost OS solution designs, configurations, and proposed capabilities.
• Challenge assumptions, interpretations, and claims made by the implementation partner regarding Oracle’s functional capabilities.
• Ensure solutions adhere to the Customer’s governance model, business rules, project lifecycle controls, and compliance needs.

2. Client-Side Authority & Decision Support

• The Functional Assurance Lead will be empowered to recommend:
• **Acceptance**
• of solution designs, configurations, and deliverables
• **Conditional approval**
• , with remediation or corrective actions

• where deliverables fall short of requirements

• where Customer business interests may be at risk

Alignment & Minimal Customisation

• Conduct
• IT–business gap analysis
• between Customer requirements and standard Oracle Cloud capabilities.
• Provide clear recommendations to minimise unnecessary customisations and pursue configuration-first design.
• Bridge gaps between operational needs, business processes, and Oracle’s functional features.

4. PPM & Cost Management Assurance

• Provide assurance across PPM, cost management, contract control, budget management, forecasting, cash flow, portfolio governance, and reporting solutions.
• Validate consistency of cost structures, project hierarchies, expenditure types, baselines, and cost breakdown frameworks.
• Oversee Oracle Cost OS adoption, jointly supporting Oracle to ensure alignment with the Customer’s cost control, governance, and reporting frameworks.

5. Data Model, Workflow & Controls Assurance

• Validate:
• Data models
• Cost structures and financial controls
• Approval workflows
• Audit trails and compliance features
• Segregation of duties (SoD)
• Ensure traceability, transparency, and operational integrity are built into all configurations.

6. Integration Review & Validation

• Review and validate integrations across all phases:
• **Definition of integration requirements**
• **Validation of data mappings, reconciliation logic, error handling**

• Provide assurance over end-to-end integrations with the Customer’s wider technology ecosystem, including:
• Microsoft ecosystem (Power BI, Teams, SharePoint where relevant)
• Oracle ERP
• JAGGAER / e‑Supply

• Tableau & Snowflake

• Clarity PPM (during transition and decommissioning)

7. Transition from Clarity PPM

• Support the Customer through the transition away from

Clarity PPM

• (planned decommissioning by end‑2026).
• Advise on process redesign, reporting continuity, data migration impacts, and user adoption.

8. Governance, Documentation & Compliance

• Work closely with the implementation partner to ensure all
• Business Technology governance documentation
• (designs, configuration documents, test evidence, security assessments, etc.) is produced to the required standard.
• Ensure alignment to Customer governance gates, steering updates, and quality frameworks.
• Customer will provide access to all required systems, environments, documentation, and stakeholders to enable effective assurance.

9. Commercial & Scope Support

• Support the Customer during commercial discussions and claims management with the implementation partner.
• Assist in scope clarification and avoidance of scope-creep risks.
• Identify additional activities that fall outside the core scope and formalise them as
• supplementary outcomes
• , subject to Customer approval.

10. Advisory on Improvements

• Recommend improvements to reporting, governance, internal controls, and ways of working where gaps or weaknesses are identified through assurance activities.

Functional Expertise

• 10+ years of deep functional experience in

Oracle PPM Cloud

• , Oracle Project Costing, Project Controls, or Oracle Unifier.
• Strong understanding of project governance, cost control, capital projects, financial tracking, portfolio management, and project delivery frameworks.

Assurance & Oversight

• Experience operating on the
• client side
• , evaluating vendor/partner deliverables independently.
• Strong experience conducting functional assurance, risk identification, design validation, and solution review.

Technical & Business Acumen

• Understanding of data models, integrations, master data structures, approval flows, financial controls, and reporting frameworks.
• Exposure to enterprise-level ecosystems (Microsoft 365, ERP systems, procurement systems, data platforms, etc.).

Soft Skills

• Strong analytical, problem-solving, and critical thinking skills.
• Excellent communication and stakeholder management, including senior leadership interaction.
• Ability to drive constructive challenge while maintaining strong collaborative relationships.

Preferred Qualifications

• Oracle Cloud certifications (PPM, Costing, Project Controls).
• Experience with large-scale Oracle Cloud transformation programs.
• Experience transitioning from Clarity PPM to Oracle PPM.
