Project overview
Modernize a live government ERP system containing more than 600 Oracle Forms, 400 Oracle Reports, and 21 business domains.

Domains include HR, payroll, finance, contracts, inventory, and legal.
Modernization work
- Reverse-engineer Oracle Forms (.fmb/.fmx), PL/SQL library (.pll), and Reports (.rdf) business logic.
- Extract legacy logic into REST/GraphQL backend services with full functional parity.
- Build React modules with Arabic RTL, accessibility, and mobile support.
- Migrate Original Export (imp) data through Data Pump while preserving cp1256-to-UTF-8 Arabic encoding.
- Maintain an interim WebLogic/FMW 14.1.2 Forms/Reports environment.
- Replace Oracle Reports with BI Publisher or a custom PDF/Excel service.
- Replace WebUtil, OLE2, CLIENT_HOST, barcode printing, UNC paths, and other client-side dependencies.
- Create regression tests for payroll, contracts, and financial-posting workflows.
- Work with domain stakeholders and document architecture decisions and cutover plans.
Required qualifications
- At least five years of production Oracle SQL and PL/SQL experience.
- Hands-on Oracle Forms and Reports experience, from versions 6i through 14.1.2.
- At least three years building production web apps in React; Angular or Vue is accepted as an alternative.
- REST or GraphQL API experience using Node.js, Python/FastAPI, or Java.
- Strong relational data modeling experience with undocumented legacy schemas.
- WebLogic/FMW administration or willingness to learn quickly.
- Comfort with Arabic cp1256/UTF-8 encoding and RTL interfaces.
- BSc in computer science, software engineering, information systems, or equivalent experience.
Preferred qualifications
- Prior Oracle Forms-to-web modernization project experience is strongly preferred.
- Oracle Data Pump migration from legacy imp format is preferred.
- Arabic proficiency is preferred.
- Government, healthcare, HR/payroll, or finance systems experience is preferred.
- OCA/OCP certification, BI Publisher or Oracle Analytics Publisher experience, and work on codebases without version control are nice to have.
Pay
- Pay is listed as AED 5,939.12 per month.
