Key Responsibilities

• **Own the labour planning strategy across all UAE warehouse operations, ensuring optimal deployment of manpower to meet operational demand while minimizing cost.**

• **Develop and continuously enhance AI-driven labour planning tools to optimize workforce allocation, scheduling, productivity, and operational performance.**

• **Design and maintain manpower planning models capable of managing complex warehouse operations consisting of 30+ operational roles and multiple cross-training requirements.**

• **Analyse operational performance to identify bottlenecks, capacity constraints, labour waste, idle hours, and productivity improvement opportunities.**

• **Develop strategies to balance labour capacity across multiple warehouse locations while maintaining service levels and minimizing overtime and operational cost.**

• **Create forecasting models based on business demand, seasonality, order profiles, and operational trends to support accurate workforce planning.**

• **Establish labour standards and productivity benchmarks, ensuring manpower plans are aligned with operational targets and customer requirements.**

• **Develop dashboards, reporting tools, and real-time decision-support models that provide visibility into labour utilisation, productivity, capacity, and operational performance.**

• **Lead continuous improvement initiatives focused on labour optimisation, process efficiency, cost reduction, and operational excellence using Lean methodologies.**

• **Partner closely with Operations, Finance, HR, and Engineering teams to develop long-term workforce strategies, hiring plans, and operational improvement roadmaps.**

• **Lead strategic projects focused on automation, AI adoption, and digital transformation of workforce planning processes.**

• **Provide regular insights and recommendations to senior leadership through data analysis, scenario modelling, and business case development to support strategic decision-making.**

Job Requirements

• Bachelor’s degree in Industrial Engineering, Supply Chain, Operations Research, Engineering, Computer Science, Business Analytics, Business, or a related field; Master’s degree is a plus.
• 5–8+ years of experience in workforce planning, warehouse operations, industrial engineering, operations excellence, or supply chain strategy within logistics, e-commerce, or contract logistics environments.
• Proven experience developing and implementing labour planning strategies for complex warehouse operations, including multi-site workforce allocation and productivity optimization.
• Demonstrated experience planning manpower across multiple facilities while balancing operational demand, labour cost, service levels, and productivity.
• Strong understanding of warehouse operations, including inbound, outbound, inventory management, replenishment, value-added services, and fulfilment processes.
• Proven experience managing complex labour structures involving multiple operational roles, cross-training requirements, certification levels, and workforce flexibility.
• Strong knowledge of Lean principles and continuous improvement methodologies (Green Belt or above preferred), with experience in waste elimination, bottleneck analysis, process optimization, capacity balancing, and productivity improvement.
• Demonstrated ability to identify operational bottlenecks, labour inefficiencies, idle capacity, and waste hours through data-driven analysis and implement sustainable improvement initiatives.
• Experience developing labour standards, forecasting models, staffing algorithms, and manpower planning frameworks to support operational decision-making.
• Proven experience leveraging Artificial Intelligence (AI), advanced analytics, or machine learning to improve workforce planning, forecasting, scheduling, or operational decision-making.
• Strong capability in developing analytical and decision-support tools using Python, SQL, Power BI, Microsoft Excel (advanced modelling), VBA, or similar technologies.
• Excellent analytical and problem-solving skills with the ability to structure complex operational challenges and translate data into practical, scalable solutions.
• Strong understanding of capacity planning, scenario modelling, simulation techniques, and workforce optimization methodologies.
• Experience working with operational KPIs including productivity (UPPH), labour utilisation, throughput, cost per unit, SLA adherence, and operational efficiency.
• Proven project and program management experience, with the ability to lead multiple cross-functional initiatives simultaneously.
• Excellent stakeholder management and collaboration skills, with experience partnering across Operations, Finance, HR, Engineering, Commercial, and Technology teams.
• Strong communication and presentation skills, with the ability to present complex analysis and influence senior leadership.
• Fluent in English (required); proficiency in Chinese is a strong advantage.
• Comfortable working in a fast-paced, high-growth environment with a high degree of ownership and accountability.

Nice-To-Have Qualifications

• Experience developing AI-powered workforce planning, scheduling, or labour optimisation solutions.
• Experience with Operations Research techniques such as linear programming, optimisation algorithms, or simulation modelling.
• Experience with Warehouse Management Systems (WMS), Labour Management Systems (LMS), warehouse automation, or robotics.
• Experience within e-commerce, third-party logistics (3PL), or high-volume fulfilment operations.
• Experience managing workforce planning across multiple countries or regions.
• Lean Six Sigma Black Belt certification.
• Familiarity with Generative AI technologies and their application within warehouse operations, process automation, and decision support.
