Role overview

Responsibilities

• Prepare, submit, and follow up on NOC applications with RTA, Dubai Municipality, DEWA, telecom operators, and other authorities.
• Review NOC drawings, utility layouts, method statements, technical documents, and authority requirements.
• Coordinate approvals for utility diversion, protection, relocation, road crossing, excavation, and construction activities.
• Maintain a tracker of submissions, comments, approvals, renewals, and expiry dates.
• Coordinate with design, construction, utility, traffic, and survey teams and attend authority and utility meetings.
• Follow up on pending approvals, review authority comments, and coordinate resubmissions and closures.
• Ensure construction activities proceed under valid NOCs, permits, and authority approvals.
• Resolve utility conflicts with engineers, consultants, authorities, and subcontractors; support work, road-opening, access, and traffic-diversion permits.
• Maintain NOC and permit records, correspondence, drawings, and approval documents.
• Report NOC status and flag approval risks that could affect the project schedule.

Required qualifications and experience

• Bachelor’s degree or diploma in Civil Engineering or a related engineering discipline.
• 3 to 5 years of relevant NOC and authority coordination experience on roads, highways, utilities, or infrastructure projects.
• UAE/GCC experience; experience on RTA projects in Dubai is preferred.
• Good knowledge of authority submission procedures, utility corridors, permits, and NOC requirements.
• Ability to review utility drawings, road layouts, method statements, and technical documents.
• Strong communication, coordination, follow-up, and document-management skills.
• Proficiency in Microsoft Office.

Preferred tools and experience

• Knowledge of AutoCAD, MicroStation, or authority online portals is preferred.
• NOC experience with RTA, Dubai Municipality, DEWA, telecom operators, utility agencies, or other Dubai authorities on major infrastructure projects is preferred.
