Manager - Enterprise Command & Control Centre Operations

Role purpose

Strategy and operations

• Support governance and development of the Unified Control Center and multi-modal mobility operations.
• Lead crisis readiness and oversight, including crisis planning, monitoring, and handling.
• Implement governance frameworks, policies, indicators, and compliance monitoring; prepare strategic reports for senior management.
• Supervise control-centre operations and facilities; coordinate across centres, internal units, and external parties to maintain continuity.
• Follow up emergency communications and coordinate responses with authorities, crisis teams, and emergency teams.
• Monitor control-centre activities during planned events and coordinate with relevant parties to sustain smooth operations.
• Prepare and manage OCC Governance budgets, projects, and contracts; monitor and report performance.

Improvement and readiness

• Plan, design, and implement scenarios and simulations for events, emergencies, and crises.
• Record lessons learned, follow up actions, and close gaps to improve readiness.
• Promote knowledge sharing, staff rotation, and mentoring for performance and continuous improvement.

Qualifications and experience

• Bachelor's or master's degree in Business Administration.
• At least 9 years of experience with a master's degree, or 11 years with a bachelor's degree.
• Incident Command System training, ISO 22301 awareness, control-centre ITS governance proficiency, policy and quality management capability, and budgeting and contract oversight skills.
