Job Summary
The Manager, Cyber Security Stakeholder Engagement, delivers the engagement and reporting relationship with governmental and regulatory entities, ensuring the TAQA Group's compliance with applicable legislation. This role drives organizational change initiatives and oversees the implementation of cybersecurity programs through regional deployment efforts, focusing on both cyber technology and cyber transformation. Additionally, the Manager, Cyber Security Stakeholder Engagement develops and delivers a comprehensive stakeholder engagement strategy to enhance cyber awareness and training, establishing a robust framework for operational and assurance reporting between UAE operational entities (including IWPPs) and governmental authorities.
General Responsibilities
- **Strategy and Planning**
- Implement the organizational strategy in line with the business vision, mission, and corporate objectives, as well as the Group delegation of authority policy.
- Ensure that the overall business strategy is translated into annual operational business plans and the performance is monitored to ensure business plans are in line with the overall growth plan.
- **Policy, Procedures, Process, and Systems**
- Implement policy, systems, processes, procedures, and controls covering all functional areas in line with group delegation of authority policy to ensure fulfillment of all relevant procedural/ legislative requirements while consistently delivering quality and cost-effective service.
- **Reporting**
- Ensure all divisional reports are completed timely and comply with HQ and business policies and standards.
- Manage the preparation of periodical management reports and progress reports to keep the senior management informed about the progress of various initiatives and to facilitate decision-making.
- Comply with organization requirements in a timely manner.
Job Specific Responsibilities
- Cyber stakeholder engagement
- Develop and deliver a comprehensive cybersecurity stakeholder engagement program that aligns with the global business objectives of the TAQA Group.
- Create and implement a comprehensive stakeholder engagement strategy to enhance the adoption and ongoing improvement of cybersecurity technologies, incorporating stakeholder feedback to refine approaches.
- Develop various communication materials to keep stakeholders informed about cybersecurity initiatives and updates.
- Serve as the primary point of contact for all cybersecurity-related stakeholder engagement, both internally and externally, ensuring clarity and consistency.
- Build and maintain strong relationships with governmental and regulatory bodies to facilitate effective stakeholder engagement and compliance.
- Monitor industry trends and best practices in cybersecurity communications to inform strategy development.
- Develop crisis communication plans and messaging frameworks for cybersecurity incidents.
- Drive a culture change in cybersecurity across the TAQA Group by implementing awareness, training, and education programs in collaboration with key business functions, including IT.
- Develop and deliver governmental reporting programs and systems to ensure compliance with established policies and standards.
- Oversee all mandated reporting requirements across the TAQA Group and IWPPs as specified by relevant governmental authorities surrounding cyber security.
- Lead a dispersed highly technical security team to deliver a robust communication and assurance reporting framework between UAE operational entities (including IWPPs) and governmental authorities, as well as across the broader TAQA Group.
- Measure the effectiveness of communication initiatives through key performance indicators (KPIs) and adjust strategies as needed to enhance engagement and impact.
- Change Management
- Deliver cybersecurity programs and culture change efforts across all parts of TAQA Group including regions and joint ventures, to ensure consistent maturity levels.
- Create and deliver a change communication program to manage cybersecurity initiatives across the TAQA Group, encompassing both technology implementation and change management, while ensuring adherence to TAQA Group standards and guidelines.
- Continuously assess business readiness for change as cybersecurity risks and mitigation strategies evolve, developing and delivering action plans to align with business needs while minimizing risks.
- Deliver comprehensive measurement tools and metrics to evaluate the effectiveness of change communication programs and enhance short- and long-term planning, strategies, and tactics in alignment with governmental policies and standards.
- Facilitate engagement with senior stakeholders across regions, IWPPs, and joint ventures to drive the integration of assurance and compliance requirements into business processes, ensuring changes are effectively managed and aligned with regulatory standards.
- Foster accountability and buy-in among staff, contractors, service providers, and other stakeholders at all levels, including Operational Technology (e.g., plant) personnel, to encourage secure behaviors and facilitate the successful adoption of cybersecurity initiatives.

Essential Requirements
- Bachelor’s degree in Engineering, Computer Science, IT, Process Engineering, or equivalent
- ISC2 Certified Information Systems Security Professional (CISSP)
- 8+ years of experience in cybersecurity or a similar role
- 3 + years in a leadership role
- Proven ability to communicate effectively about cybersecurity initiatives to all levels of the organization, from senior government officials and board members to frontline staff
- Demonstrated executive presence with experience in liaising with regulatory and governmental bodies
- Expertise in developing change and communication strategies and action plans in response to an evolving threat landscape, regulatory changes, and technological advancements
Preferred Requirements
- Master’s degree in Engineering, Computer Science, IT, Process Engineering, or equivalent
- 10+ years of experience in cybersecurity or a similar role with OT experience
- 5+ years in a leadership role
- Proven experience in successful regulator and governmental relationships
- Experience in the energy sector, specifically critical infrastructure, oil and gas
