Job Purpose

Lead the design, governance, and continuous enhancement of ADNOC’s commercial and procurement policy framework, ensuring enterprise-wide compliance, alignment with regulatory requirements, and consistency across Group Companies.

Policy Design & Governance

  • Develop, update, and institutionalize procurement and commercial policies, standards, and frameworks to ensure consistency, control, and governance across ADNOC Group.
  • Establish and enforce governance mechanisms to ensure effective implementation and adherence to approved policies.

Regulatory Compliance & Integrity

  • Ensure procurement policies comply with applicable local and international laws, regulations, and ethical standards to protect ADNOC’s commercial integrity and reputation.
  • Interpret regulatory requirements and embed them into policy frameworks and governance structures.

Enterprise Alignment

  • Drive consistent alignment of procurement policies across ADNOC Group Companies, ensuring uniform interpretation and application of governance principles.
  • Support alignment of procurement frameworks during organizational changes, including mergers and acquisitions.

Delegation Of Authority (Doa) Governance

  • Review procurement-related sections of DOA frameworks across ADNOC and Group Companies, ensuring clarity of decision rights and compliance with governance standards.
  • Provide recommendations to strengthen accountability and control structures within DOA frameworks.

Advisory & Interpretation

  • Provide expert guidance to ADNOC Group Companies on interpretation and application of procurement policies, standards, and related governance documents.
  • Resolve complex policy-related queries to ensure consistent understanding and application.

Benchmarking & External Engagement

  • Lead benchmarking initiatives and knowledge-sharing engagements with international organizations and government entities to enhance policy maturity.
  • Translate external insights into actionable improvements in ADNOC’s policy framework.

Risk Management

  • Identify and mitigate policy-level risks impacting procurement governance, ensuring robust frameworks that enhance resilience across the Group.

Quality & Compliance Assurance

  • Ensure procurement policy frameworks align with ISO standards and corporate quality requirements, supporting overall governance maturity.

Awareness & Capability Building

  • Promote understanding and adherence to procurement policies through structured awareness initiatives across ADNOC Group.
  • ***Generic Accountabilities:***

Management

  • Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
  • Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets And Operational Plans

  • Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.

Performance Management

  • Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure And Development

  • Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation And Continuous Improvement

  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (Mis) And Reports

  • Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

Internal

  • SVP and team members for Procurement Policies & Procedures
  • VPs and team members of the Executive Function
  • VPs and team members of Business Facing Procurement teams
  • Supporting Functions like HC, Finance, Legal, IT and internal auditors
  • Senior Management and team members of ADNOC Group Companies and shareholders

External

  • Regular contacts with Internal/External Auditors for auditing issues.
  • Contacts with third party service provider, suppliers, consultants and industry experts.
  • Occasional contacts with ADNOC Shareholder and partners for discussion, exchange of information / expertise purposes.

Minimum Qualification

  • Bachelor’s degree in supply chain management, Engineering, Business Administration or any other equivalent professional degree.

Minimum Experience & Knowledge & Skills

  • 15 years of relevant experience, at least 8 of which should have been at a supervisory level, including five years in procurement activities preferably in the Oil & Gas industry.
  • Expertise with Procurement & Supply Chain - all areas including Contracts & Purchasing, Inventory & Warehousing, Registration & Pre-Qualification, Supplier Relationship Management.

Professional Certifications

  • Holder of accredited certifications (preferably CIPS level 4 or above) or working towards it.
