Overview

Location: Al Ain / Abu Dhabi / Dubai, UAE

Employment Type: Full-time

Salary: AED 6,000 – AED 8,000 per month (negotiable based on healthcare portal experience and licensing track record) + Standard UAE Benefits.

Job PurposeThe Licensing cum HR Officer will dual-manage the end-to-end professional healthcare licensing processes (DOH/DHA/MOH) for clinical staff and oversee core human resource administrative operations.

This role ensures total compliance with UAE healthcare authorities and federal labor laws.

Healthcare Licensing & Regulatory Compliance (60%)

**End-to-End Credentialing**: Manage the dataflow, primary source verification (PSV), and evaluation processes via the Sheryan (DHA), TAMM (DOH), or MOHAP portals.

**License Maintenance**: Track, process, and execute new license applications, conversions, transfers, and timely renewals for doctors, nurses, and allied health professionals.

**Facility Compliance**: Ensure the hospital or clinic maintains active institutional licenses and adheres to updated healthcare regulations.

**Problem Resolution**: Liaise directly with health authorities to resolve application rejections, discrepancies, or delays.

Human Resource Operations (40%)

**Onboarding & Offboarding**: Coordinate employee documentation, prepare offer letters, employment contracts, and manage exit procedures.

**Visa & Labor Processing**: Work closely with the Public Relations Officer (PRO) to coordinate medical screenings, Emirates ID processing, and Ministry of Human Resources and Emiratisation (MOHRE) labor contracts.

**HR Administration**: Maintain meticulously updated electronic and physical employee files, tracking attendance, leaves, and performance records.

**Employee Relations**: Act as the primary point of contact for staff inquiries regarding company policies, benefits, and UAE labor law compliance.

Requirements & Qualifications

**Education**: Bachelor’s degree in Human Resources, Healthcare Administration, Business Administration, or a related field.

**Experience**: Minimum of 2–4 years of proven experience as a Licensing Officer or HR Officer specifically within a UAE hospital, medical center, or healthcare recruitment agency.

**System Expertise**: Hands-on proficiency with DOH (TAMM), DHA (Sheryan), and MOHAP portals, along with Dataflow verification procedures.

**Legal Knowledge**: Solid, up-to-date understanding of the UAE Labour Law and healthcare regulatory frameworks.

**Skills:** Exceptional organizational skills, high attention to detail, and strong professional communication skills in English (Arabic is a major advantage).
