Directorate and division context

The Prudential Policy Directorate designs, negotiates internationally, and implements prudential regulation to reduce systemic risks and promote the safety and soundness of regulated firms.

The Prudential Framework Division works on banking prudential policy, including capital frameworks, macroprudential tools, liquidity policy, protection arrangements, and the regulatory perimeter.

The role sits jointly in the Medium-Term Strategy and Research and Macroprudential Toolkit teams.

Role overview

This is a permanent opportunity based in Leeds, with responsibilities split 50:50 between the two teams.

The role focuses on capital frameworks and the macroprudential toolkit, supporting policy analysis and research for the Bank’s policymaking work.

Responsibilities

  • Support both teams’ work programmes on capital framework reform and buffer usability.
  • Provide high-quality technical and policy analysis and develop well-underpinned, broad-based evidence.
  • Work inclusively across the Bank to develop insights, policy recommendations, and draft policy papers and documents.
  • Support international reform of capital standards for significant banks and banks engaged in cross-border activity.
  • Support the UK Capital Review’s work to improve capital requirements’ effectiveness, efficiency, and proportionality.
  • Contribute to macroprudential policy development, including housing tools and systemic capital buffers.
  • Analyze bank capital requirements and how they interact with other policies.

Requirements and role capabilities

  • Possess or quickly develop a strong grasp of aspects of banks’ capital requirements.
  • Understand how micro- and macroprudential risk-weighted, leverage-ratio, and gone-concern requirements work and are implemented in practice.
  • Communicate technical concepts, findings, and analytical methods clearly in writing and orally to a wide range of stakeholders.

Policy context

The teams’ project-based work uses analysis, financial economics, and technical policy expertise to shape prudential policies and their interactions with resolution, accounting, and monetary policies.

The role’s initial priorities support two tracks: international capital-standards reform and the UK Capital Review’s capital-buffer reforms.
