About the
Role
The M&E and Instrument and Control Engineer will review the current level of pump operations, DED documents, design modifications to Mechanical and Electrical instrumentation and SCADA, and proposed procurement; ensure proper installation of Mechanical & Electrical equipment; and oversee testing.
Guide the relevant local consultant on correctly installing, testing, and monitoring Mechanical & Electrical equipment.
For Part 3, O&M Technical Assistance, prepare the functional description of the new Mechanical & Electrical of the Water system and guide BTL, E.P. in regular documenting of the O&M data.
Propose a minimum stock of Mechanical & Electrical spare parts for preventive maintenance and in emergencies.
Conduct training and mentoring of the BTL, E.P. personnel to operate, record, and monitor the performance of the Mechanical & Electrical oper
ation.
Qualifications And Exp
- erienceMaster’s degree in electrical or mechanical engi
- neeringAt least 13 (thirteen) years of total professional experience and has been proven successful in designing and supervising the installation of Electro-mechanical, instrumentation, and control, including SCADA, and testing of pumping stations with co
- ntrols.Experience in testing, optimizing, monitoring, O&M, and minimum inventory maintenance of Mechanical & Electrical equipment, and tr
- aining.The expert has completed at least 5 (five) similar (relevant) urban water assignments in a similar po
- sition.The expert has at least six (6) years of experience in the Asia-Pacific region. Work experience in Timor Leste and knowledge of administrative systems and government organization is an adv
- antage.
