Role and project

HSSE systems and approvals

• Prepare and submit the project HSSE Plan, Emergency Response Plan, and RAMS documentation in English.
• Liaise with the supervising consultant, client, Dubai Municipality, Civil Defence, and DCAA to defend safety strategies and secure permits and approvals.

Site safety and compliance

• Enforce working-at-height controls for roofing and facade work, including lifelines, safety nets, edge protection, scaffolding, anti-slip systems, and MEWPs.
• Review complex lifting plans and oversee hot work and specialized rigging.
• Enforce summer midday-break and heat-stress plans, with shaded rest areas, water, electrolytes, and first-aid readiness.
• Oversee dust and noise mitigation and compliant hazardous-waste handling and disposal.

Training, audits, and investigations

• Conduct safety orientations, pre-task briefings, and daily English-language toolbox talks for a multinational workforce; enforce PPE compliance.
• Lead daily inspections and audits, and follow non-conformance reports and stop-work notices through close-out.
• Maintain HSSE logs and KPI dashboards; investigate incidents and near misses using root cause analysis and prepare reports with corrective and preventive actions.

Qualifications and experience

• Bachelor’s degree or above in Safety Engineering, Civil Engineering, Construction Management, Environmental Engineering, or a related discipline.
• Requires 8–10+ years of HSSE management on large-scale international engineering and construction projects.
• Full lifecycle HSE management experience on major airport or aviation hub projects is mandatory; UAE or GCC mega-project experience is preferred.
• Requires technical knowledge of safety for large-span metal roofing, building envelopes, curtain walls, and high-altitude steel structures.
• Requires recognized safety qualifications: NEBOSH IGC or NEBOSH Diploma, or IOSH Managing Safely / Lead Auditor ISO 45001 / ISO 14001.
• Requires knowledge of UAE Federal Labour Law, Dubai Municipality construction safety rules, and DCAA airside/landside regulations.

Communication and competencies

• Fluent or business-proficient English is required for meetings and technical and incident-report writing; Arabic is a plus.
• Requires assertiveness, ethical standards, cross-cultural communication, de-escalation, and stakeholder management.
