1.

Job Purpose

The position is responsible for ensuring that the Project, DSA, Contractors and subcontractors health and safety procedures are effectively and efficiently implemented on site.

To raise awareness of health and safety requirements to the entire project team.

Assist HSE Manager and ensure that all departments operate in alignment with HSE standards and policies of DSA / our stake holders.

Ensure the compliance of legal and local regulations.

2. Job Accountabilities Linked To Objectives

  • The following detailed tasks, duties and responsibilities although expected to be implemented and managed by the HSE Engineer, should be coordinated with DSA Project Lead, HSE Manager, line managers and officers.
  • The HSE Engineer may be required to fulfill duties as detailed below on single or multiple projects or working on strategic / special tasks and business-related matters.
  • The HSE engineer must work closely with DSA HSE Manager and line manager to establish and agree work scope and responsibilities of this role on the specific project; and establish the required resources / support to fulfill all required duties as agreed.
  • The scope of the Role & responsibilities noted below will be determined in conjunction with and subject to agreement with the Project Director.
  • Adhere to project HSE requirements and implement this with the Contractor and related stake holders.
  • Ensure all emergency Procedures are prepared and implemented.
  • Carry out periodic and ad-hoc site HSE tours & audits along with Contractor HSE Staff, highlight and address related findings.
  • Prepare and maintain DSA HSE registers, e.g. training, induction, SVN, inspection reports, accident/Incident, and others as required.
  • Respond to health and safety–related complaints or issues from stake holders.
  • Review the CVs of contractors Health and Safety staff and interview as required.
  • Monitor the compliance of all staff with the applicable safety standards and company’s procedures and bring to the attention of the line Manager any safety violations by the site team for their further action.
  • Monitor, assess and report on Contractor and Subcontractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice.
  • Immediately bring to the attention of the DSA line manager the critical and outstanding safety issues for their further actions.
  • Conduct and co-ordinate regular safety training for staff in coordination with HSE Manager.
  • Coordinate and give advice to DSA HSE Officers & Managers to implement HSE Standards.
  • Review and comment on the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
  • Review and comment on Contractor’s risk assessments and work method statements.
  • Along with HSE manager, develop and update DSA HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office FLS risk assessment, etc.
  • Conduct accident and incident investigations.
  • Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings or escalate urgent matter accordingly.
  • Monitor and advice on any legal compliance of DSA team & Contractors.
  • Report any accident on site immediately to DSA Line Manager and HSE manager for further action if required.
  • Communicate, coordinate and seek any advice from DSA HSE Manager and line Manager as required.
  • On major issues, prior to issuing Safety Enforcement Notices – Prohibition Notice – give advice to the HSE Team by coordinating with DSA HSE Manager & Line Manager and prioritize the arrest of any life-threatening actions before moving on the managerial and associated literature.

3. Qualification / Experience / Requirements

  • Minimum bachelor’s degree in any discipline preferably in safety management, engineering / construction.
  • Valid Trakhees Safety Advisor Registration Scheme (SARS) certification.
  • NEBOSH International General Certificate or an equivalent qualification. (Minimum Level 3 Qualification required).
  • 10 plus years of experience in Engineering consulting / construction Projects.
  • In-depth knowledge of OSHA and other relevant health, safety and environmental regulations in the Middle east.

4. Competencies

  • Experienced in behavior-based health and safety programs.

Experience

  • of Implementing OHSAS 18001.
  • Professional membership, credentials, or certifications from recognized bodies such as IOSH, IIRSM, or BCSP are preferred.
