Role Description

This is a full-time, on-site role based in Jiddah for an HR Operations Manager / Personnel Manager / Government Relations Manager / HR Compliance Manager.

The role involves overseeing day-to-day HR operations, including personnel administration, employment contracts, HR records, and HR systems to ensure accuracy and consistency.

The position manages employee relations, supports performance management processes, and provides guidance to managers on HR policies, procedures, and best practices.

The role also coordinates government relations activities, including labor office requirements, work permits, visas, and compliance with local labor regulations.

The manager ensures HR policies and practices comply with applicable laws and company standards, leads HR audits, supports internal and external inspections, and prepares regular HR reports and metrics for leadership.

The role collaborates closely with project teams and regional HR colleagues to support workforce planning, onboarding, and offboarding in line with project needs.

Qualifications

  • Strong foundation in Human Resources (HR) and HR Management, with experience in a multi-site or project-based environment.
  • Proven expertise in HR Operations and HR Policies, including personnel administration, HR processes, and documentation.
  • Demonstrated experience in Employee Relations, including conflict resolution, disciplinary procedures, and manager coaching.
  • Experience with government relations and HR compliance, particularly in labor law, work permits, visas, and regulatory reporting.
  • Bachelor’s degree in Human Resources, Business Administration, Law, or a related field; HR certifications (e.g., CIPD, SHRM) are an advantage.
  • Experience in construction, EPC, or large industrial projects, ideally within the Middle East, is highly beneficial.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural, fast-paced environment.
  • Strong organizational, analytical, and problem-solving abilities, with attention to detail and confidentiality in handling sensitive information.
