As we continue to expand, we are seeking a driven and strategic
Hr & Office Administrator
to join our team.
The successful candidate will support the human resources and administrative function of our newly incorporated mainland Dubai entity.
Reporting to the Group HQ in Cyprus, you will be the on-the-ground point of contact for day-to-day HR and office matters — helping to ensure the entity operates in alignment with ESCA licensing requirements, MOHRE mandates, and UAE labor law.

Human Resources
- Set up and maintain employee records, HR databases, and personnel files in line with MOHRE documentation standards and ESCA regulatory requirements.
- Support the end-to-end payroll process in collaboration with the accounting team; help prepare and submit payroll data for timely bank payment execution, ensuring compliance with UAE WPS (Wage Protection System) obligations.
- Prepare payroll inputs for the accounting team including attendance data, approved leave, allowances, and deductions; assist with End-of-Service Gratuity (EOSB) calculations in accordance with UAE Labor Law.
- Administer attendance and leave management systems, ensuring all leave entitlements (annual, sick, maternity/paternity, public holidays).
- Act as the first point of contact for employee queries on HR policies, benefits, UAE mandatory entitlements, and company procedures.
- Help manage employee relations matters, including disciplinary procedures and grievance handling, in accordance with MOHRE guidelines and applicable UAE labor legislation.
- Support ongoing compliance with UAE Labor Law, ESCA employment-related regulatory requirements, Emiratisation (Nafis) targets and quotas (where applicable), workplace health and safety regulations, and MOHRE reporting obligations.
- Help maintain HRIS platforms for employee records, payroll data, and benefits administration.
- Assist with immigration and mobility matters for expatriate employees, including employment visas, residence permits, Emirates ID, and medical fitness renewals, liaising with UAE government portals in line with Federal Authority for Identity and Citizenship (ICA) requirements.
- Support recruitment and onboarding/offboarding processes; help ensure new hire documentation, offer letters, and employment contracts comply with MOHRE-approved templates and UAE labor standards.
- Coordinate employee engagement initiatives, training and development programs, and annual performance appraisal cycles aligned with HQ guidance.
- Assist with ESCA regulatory filings and internal audits as they relate to HR and staffing matters (Fit & Proper requirements, Authorized Person records, etc.).
- Contribute to a positive, compliant team culture by supporting continuous feedback, learning, and improvement initiatives.
Administration
- Help coordinate office setup, supplies, facilities, and vendor management for the new Dubai premises.
- Handle all correspondence, documentation, and filing (physical and digital), including ESCA and MOHRE official communications.
- Support on board meeting logistics and corporate event coordination.
- Maintain strict confidentiality of sensitive regulatory, commercial, and personal information.
- Provide administrative support to management and/or HQ including reports, data analysis, and project coordination; assist with governance and compliance documentation for the regulated entity.
- Liaise with the company's PRO service providers and/or government portals (MOHRE Tasheel, AMER, ICA, DED as applicable).
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum 2 years of HR and/or administrative experience based in Dubai, UAE.
- Some experience working within a MOHRE-regulated employment framework, including exposure to WPS payroll compliance, UAE Labor Law, visa and immigration processes, and EOSB administration.
- A solid understanding of UAE Federal Decree-Law No. 33 of 2021, MOHRE policies, Emiratisation requirements, and UAE immigration and visa procedures — or a genuine eagerness to build this knowledge quickly.
- Some awareness or familiarity with ESCA regulatory requirements as they relate to HR and staffing (Fit & Proper, Authorised Persons, etc.) is an advantage but not essential.
- Excellent organizational, time management, and communication skills in English; Arabic language proficiency is a plus.
- Proficiency in MS Office (Excel, Word, PowerPoint) and HRIS/ATS systems.
- Some exposure to UAE government portals such as MOHRE Tasheel, AMER, ICA, and DED (mainland) is a plus.
- Ability to handle sensitive information with absolute integrity and confidentiality.
- Comfortable juggling multiple tasks in a fast-paced, newly established environment, with a willingness to roll up your sleeves and get things done.
- A proactive and positive attitude, with a willingness to take initiative and a strong sense of ownership over your work.
