Overview

Then this role might be for you.

Due to our growth ambitions in the Middle East, we are establishing the role of HR Country Manager Middle East, to support the continued expansion of Haskoning in the region and to ensure that our people, HR operations, and employment practices develop in line with local needs, legislation, and our global standards.

The countries in scope in the Middle East region are at different stages of HR maturity.

While HR operations in the UAE are relatively well developed, Saudi Arabia and Oman are still in an earlier phase, where setting up solid HR foundations is a key priority.

This includes, for example, developing local HR handbooks, policies and procedures, and ensuring compliant, consistent HR practices.

You will be based in Dubai and act as the primary HR point of contact for the UAE, Saudi Arabia, and Oman.

In addition, the role plays an important part in the deployment and mobilization of staff to project sites, both within the Middle East and across regions.

What you will do as HR Country Manager Middle East

  • As HR Country Manager Middle East, you will be responsible for ensuring robust, compliant and effective HR operations and services across the region, while actively supporting business growth.
  • You will:
  • Ensure efficient and high-quality HR operations and service delivery to managers and employees in the UAE, Saudi Arabia and Oman, aligned with global HR frameworks and local labour legislation.
  • Further professionalise and maintain HR operations in the UAE, while building and strengthening HR fundamentals in Saudi Arabia and Oman (e.g. HR employee handbooks, country-specific policies, procedures and guidelines).
  • Manage day-to-day HR activities, including employment contracts, remuneration, benefits, and general HR administration.
  • Support the deployment and redeployment of staff to project sites, both within the Middle East and internationally, in close collaboration with Global Mobility and project teams.
  • Act as a trusted HR partner to local and regional management on HR operational, people and organisational topics.
  • Lead and support recruitment activities for the region, working closely with Global Talent Acquisition.
  • Oversee onboarding and offboarding processes, ensuring a consistent and high-quality employee experience.
  • Manage employee relations matters and support managers with conflict resolution and case handling.
  • Translate global HR policies into workable local approaches and ensure compliance with local laws and regulations.
  • Play a key role in embedding organisational and business changes at country and regional level, assessing the impact on workforce, skills, development and future recruitment needs.
  • Work closely with global HR Centres of Expertise (e.g. Global Mobility, Talent Management, Talent Acquisition) and HR Business Partners to address regional people priorities.
  • Support regional leadership in implementing Haskoning’s strategy, culture and values among employees in the Middle East.

You will be based in our Dubai office and you are expected to be present on-site.

Travelling occasionally within the Middle East is part of the role.

What you bring

------------------

  • You are a hands-on, organised and pragmatic HR professional with strong relationship management skills.
  • You communicate clearly and are able to influence, advise and support managers in a fast-developing, international business context.
  • Moreover, you have:
  • Proven experience (minimum 4–7 years) in a broad HR generalist or HR Country role, preferably in an international or multi-country environment
  • Strong knowledge of HR operations, employment practices and labour law in the Middle East
  • Experience with international staff deployment, including visas, work permits and employment arrangements for project-based work (inside and outside the region)
  • Excellent communication skills in English (written and verbal); Arabic is an advantage
  • Experience working in a global, matrix organisation with international stakeholders
