Overview
We are hiring an HSE Officer for a leading engineering and construction organization involved in large-scale infrastructure and earthworks projects in the UAE.
The role will be site-based and focused on ensuring compliance with health, safety, and environmental standards across ongoing civil construction and heavy equipment operations.
Health & Safety Management
- Conduct daily site safety inspections for excavation, grading, backfilling, compaction, and heavy equipment activities
- Ensure compliance with approved method statements, risk assessments, and permit-to-work procedures
- Monitor safe operation of earthmoving equipment including excavators, bulldozers, graders, rollers, dump trucks, and loaders
- Identify workplace hazards and implement corrective and preventive measures
- Conduct toolbox talks, safety inductions, and HSE awareness sessions for site personnel
- Ensure proper usage of PPE across all work areas
- Monitor traffic movement and pedestrian safety within the project site
- Verify that lifting operations and excavation activities are executed safely
- Ensure emergency preparedness measures and response systems are maintained at site
- Maintain HSE registers, inspection records, checklists, and related documentation
Environmental Management
- Monitor dust control, waste management, fuel handling, and spill prevention measures
- Ensure environmental controls are implemented during excavation and hauling operations
- Monitor compliance related to noise and vibration control requirements
- Ensure adherence to environmental regulations and project environmental standards
Incident & Compliance Management
- Investigate incidents, near misses, and unsafe conditions
- Prepare incident reports and recommend corrective and preventive actions
- Maintain HSE records, inspection reports, and safety statistics
- Participate in HSE audits and inspections conducted by clients or regulatory authorities
Requirements
- Diploma or Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
- NEBOSH IGC, OSHA, or equivalent certification preferred
- Additional certifications such as First Aid, Fire Safety, or Confined Space Safety are an advantage
- Minimum 3 years of HSE experience within civil construction, infrastructure, or earthworks projects
- Experience in excavation, trenching, grading, roadworks, and heavy equipment operations preferred
- Good knowledge of UAE construction safety regulations and HSE standards
- Strong communication, reporting, and incident investigation skills
- Ability to work in outdoor site environments and handle demanding project schedules
