Head of Facilities Management - UAE National

Job Purpose

Key Responsibilities

• :Develop, implement, and oversee annual preventive and corrective maintenance plans to ensure the Ministry’s buildings and facilities remain safe, sustainable, efficient, and operationally ready
• .Assess and evaluate the building, space, and infrastructure requirements of all organizational units and recommend appropriate facilities solutions to support operational needs
• .Prepare technical specifications, engineering standards, scopes of work, and cost estimates for maintenance, rehabilitation, renovation, and capital improvement projects
• .Manage and oversee the execution of building development, refurbishment, and construction projects, ensuring compliance with approved designs, quality standards, budgets, and project timelines
• .Coordinate and liaise with government entities, consultants, contractors, service providers, and other stakeholders to ensure effective project delivery and facilities operations
• .Maintain accurate and up-to-date records, databases, drawings, asset inventories, and reports related to the Ministry’s buildings, facilities, and infrastructure
• .Plan and conduct periodic inspections and condition assessments of buildings and facilities to identify maintenance requirements, safety concerns, and opportunities for improvement
• .Lead the implementation, monitoring, and continuous improvement of the Occupational Health, Safety, and Environment (OHSE) Management System in accordance with applicable regulations and international best practices
• .Develop and implement sustainability programs, green building initiatives, and environmental management practices to improve resource efficiency and reduce environmental impact
• .Review findings from internal and external audits, inspections, and assessments, and ensure the development and implementation of corrective and preventive action plans
• .Prepare annual operational plans, budgets, and key performance indicators (KPIs) for Facilities Management and OHSE functions, and monitor performance against established objectives
• .Monitor contractor and service provider performance to ensure compliance with contractual obligations, service level agreements, quality standards, and safety requirements
• .Provide technical expertise and recommendations on facilities planning, asset lifecycle management, building upgrades, and infrastructure enhancement initiatives
• .Identify, evaluate, and implement innovative technologies, systems, and best practices to enhance operational efficiency, sustainability, safety, and overall facility performance
• .Ensure compliance with applicable UAE regulations, building codes, health and safety requirements, environmental standards, and Ministry policies and procedures
