Technical Authority

across our major Engineering, Procurement, and Construction (EPC) lifecycles.

Technical Authority & Execution Governance (Core Mandate)

• The Final Word

  • Serve as the final technical lead and ultimate decision-maker on all E&I engineering, design deviations, and technical queries (TQs).
  • PM Mentorship:
  • Directly guide E&I Project Managers on complex technical execution and real-time problem-solving to ensure system integrity and "Right-First-Time" functionality.

• Design & Constructability

  • Mandate and lead comprehensive design reviews focused heavily on constructability, modularization, and commissioning efficiency.
  • Procurement Gatekeeping:
  • Own technical compliance for all Engineered Material Procurements, providing final sign-off on critical-path equipment (DCS, custom switchgear) before shipment to protect schedule baselines.

• Hot Cutover Leadership

Architect and enforce strict technical protocols for the live replacement/cutover of legacy Control Systems and Electrical networks, ensuring zero unplanned operational downtime and zero non-compliance.

• Strict Code Enforcement

Maintain absolute alignment with all international engineering codes (IEC, IEEE, ISA, API) and regional national oil company standards (e.g., ADNOC, Saudi Aramco, QatarEnergy).

• Driving Site Progress

  • Take direct accountability for accelerating site execution speed and maintaining exceptional quality standards across all active zones.
  • Resource Optimization:
  • Supervise Project Managers during construction, pushing pre-fabrication strategies, modular build-outs, and aggressive resource leveling to hit and beat milestones.

• Field Quality Rigor

  • Minimize site rework by overseeing the implementation of stringent Inspection & Test Plans (ITPs) to achieve flawless acceptance on the first inspection.
  • Commissioning Acceleration:
  • Mastermind the phased strategy for loop checking, pre-commissioning, and full plant electrical energization to guarantee a seamless transition to Ready for Start-Up (RFSU).

3. Lean Construction & Continuous Improvement

  • Standardization:
  • Champion the adoption of Standard Work Procedures (SWPs) for high-frequency site activities (glanding, termination, instrument mounting) to optimize labor efficiency.
  • Data-Driven Performance:
  • Use lean metrics like Plan Percent Complete (PPC) and Unit-Rate Labor Consumption to dissolve field bottlenecks via rapid Kaizen solutions.
  • Knowledge Management:
  • Systematically capture field execution realities and vendor quality anomalies to feed them back into front-end engineering for future bidding cycles.

  • Quality:

≥ 95% First-Pass E&I System Acceptance Rate

  • across loops, FAT, and SAT.
  • Efficiency:
  • Minimizing Installation Man-Hour Variance against budget via optimized field unit rates.

  • High marks on customer delight surveys regarding system stability, performance, and on-time RFSU handovers.
