HCM Analytics & BI Developer

Responsibilities:

• Develop OTBI dashboards and workforce analytics (headcount, hiring metrics, turnover, demographics).
• Build BI Publisher reports for EHRI, GHRR, SF‐113, and agency‐specific requirements.
• Create OAC dashboards using predictive and comparative analytics.
• Configure HCM Extracts for bulk data and downstream reporting systems.
• Deliver accessible (508/WCAG‐compliant) reporting and data visualizations.
• Collaborate with functional teams to translate HR analytics needs into reporting specifications.
• Support agencies with reporting templates, data transitions, and analytics training
• Qualifications: Required:
• US Citizenship is required and ability to obtain/maintain Public Trust.
• Bachelor’s degree + 5 years relevant experience (or equivalent).
• 5+ years in BI development, analytics, or enterprise reporting.
• 3+ years with Oracle OTBI, BI Publisher, or similar enterprise BI tools.
• SQL proficiency with large HR/HCM data sets.
• Experience building interactive dashboards and data visualizations.
• Understanding of workforce metrics (attrition, time‐to‐fill, span of control).
• Experience with Section 508/WCAG accessibility compliance.
• Desired:
• Oracle Fusion HCM analytics/reporting experience (OTBI subject areas).
• OAC or BI Publisher certification.
• Federal HR analytics experience (EHRI, GHRR, DEIA, Human Capital Framework).
• Predictive analytics experience (R, Python, OAC ML).
• Experience with HCM Extract and Oracle Cloud technologies (OIC/OCI).
