We are looking for suitable candidates for the following role based in Makkah, KSA.
Handover & Closeout Engineers (Mechanical) – KSA Based
Employment Type
12 Months Contract – Full-time.
Qualification & Experience
- B.Sc Engineering in Mechanical or Mechatronics.
- 10–12 years of experience in project execution, testing & commissioning, or project closeout.
- Experience of large-scale infrastructure or FM projects is preferred.
- Experienced in Work Package (WP) reviews, handover documentation, asset register validation, as-built drawings, Testing & Commissioning documentation assessments, O&M manual reviews, Civil Defense documentation, snag registers, handover dossier reviews, site validation observations, and WP reports preparation, technical report writing within consultant, PMC, commissioning, or operational readiness environments.
- ·Strong experience working with contractor submissions and handover documentation on mega projects.
- Working knowledge of Saudi Civil Defence requirements and local regulatory processes.
- Ability to work under pressure in a fast-paced project environment with multiple parallel submissions.
- Fluent in English (written and spoken); Arabic proficiency is an advantage.
Key Responsibilities
- Review Work Package submissions, including drawings, T&C reports, O&M manuals, and asset registers, Snag List etc.
- Assess submission completeness, consistency, and maturity against defined HLGA (High Level Gap Analysis) criteria.
- Identify gaps such as missing documentation, incomplete testing records, and inconsistencies across systems.
- Verify alignment between drawings, asset registers, and supporting documentation.
- Apply practical judgement to distinguish between acceptable gaps and material deficiencies.
- Review Civil Defence and authority-related documentation, including Fire & Life Safety (FLS) systems.
- Check alignment with Saudi Civil Defence requirements, local authority approvals, and project specifications.
- Identify risks related to operational safety, regulatory compliance, and handover readiness.
- Track re-submissions and recurring issues, highlighting trends to improve submission quality.
