Role Objective
We are seeking a strategic and highly organized Group HR Manager to oversee the human resources operations across our diverse healthcare entities, including Clinica Sabah Specialty Hospital and its affiliated clinics. The ideal candidate will be responsible for harmonizing HR policies, ensuring strict compliance with UAE Labor Law and DHA regulations, and managing the full employee lifecycle for both medical and administrative staff.
Key Responsibilities
- Strategic Group Coordination: Align HR strategies across all business units (Hospital, Clinics, and Facilities Management) to ensure unified organizational culture and operational excellence.
- Medical Staffing & Recruitment: Lead the recruitment of specialized medical professionals (Consultants, Specialists, and Allied Health) and manage complex contract negotiations including revenue-share models.
- Regulatory & DHA Compliance: Oversight of all healthcare licensing processes, ensuring 100% compliance with Dubai Health Authority (DHA) standards and facility licensing renewals.
- Financial Governance: Supervise the group-wide payroll process via the Wages Protection System (WPS) and manage GPSSA (Pension) filings and labor-related financial audits.
- Labor Relations & Legal: Act as the primary liaison with MOHRE, ICP, and other government bodies to resolve legal disputes, labor complaints, and establishment-related issues.
- Performance Management: Implement and oversee the group-wide performance appraisal framework (KRAs/KPIs) to drive productivity and clinical quality.
Required Qualifications & Skills
- Experience: Minimum of 5 years of HR experience, with at least 3 years in a managerial role within the UAE Healthcare sector.
- Legal Expertise: Deep understanding of UAE Labor Law, DHA professional licensing requirements, and MOHRE regulations.
- Financial Literacy: Proven experience in managing WPS payroll, GPSSA, and HR budgeting for multi-entity organizations.
- Communication: Exceptional command of English (Arabic is a significant advantage) with the ability to draft official circulars, legal settlements, and executive reports.
- Leadership: Demonstrated ability to lead a diverse HR team (including PROs, Supervisors, and MRD staff) across multiple locations.
