Job Summary
We are seeking an experienced GIS Developer to support a large-scale Civil Defense transformation program in Saudi Arabia.
The selected candidate will be responsible for designing, developing, implementing, and maintaining GIS applications, spatial databases, and geospatial solutions that support emergency response, disaster management, asset tracking, and public safety operations.
Key Responsibilities
- Design, develop, and maintain GIS-based web and desktop applications.
- Develop custom GIS solutions using ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, and related Esri technologies.
- Build and manage geospatial databases using SQL Server, PostgreSQL/PostGIS, Oracle Spatial, or similar platforms.
- Develop APIs, integrations, and geospatial services to connect GIS platforms with enterprise applications.
- Create dashboards, maps, reports, and analytical tools for Civil Defense operations.
- Support emergency response systems through real-time spatial data visualization and analysis.
- Perform spatial analysis, geoprocessing, data migration, and data quality assurance activities.
- Collaborate with stakeholders, business users, and technical teams to gather GIS requirements.
- Ensure GIS solutions comply with security, performance, and scalability standards.
- Provide technical documentation, user training, and production support.
Required Skills & Experience
- Bachelor's degree in GIS, Computer Science, Geomatics, Geography, Engineering, or related discipline.
- 5+ years of hands-on GIS development experience.
- Strong expertise in ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, and ArcGIS Pro.
- Experience with Python, JavaScript, .NET, C#, or Java for GIS application development.
- Knowledge of REST APIs, Web Services, and GIS integrations.
- Experience with SQL Server, PostgreSQL/PostGIS, Oracle Spatial, or similar databases.
- Strong understanding of geospatial data models, coordinate systems, and spatial analysis.
- Experience developing GIS dashboards, web mapping applications, and mobile GIS solutions.
- Familiarity with cloud environments and enterprise architecture is preferred.
Preferred Experience
- Previous experience in Government, Smart City, Public Safety, Defense, Emergency
- Management, or Civil Defense projects.
- Experience working on large-scale national GIS programs.
- Knowledge of IoT, asset management systems, and real-time geospatial monitoring solutions.
- GCC/Middle East project experience will be highly preferred.

- Excellent problem-solving and analytical skills.
- Ability to work independently in a client-facing environment.
- Comfortable relocating and working onsite in Saudi Arabia for a long-term assignment.
- Strong communication and stakeholder management capabilities.
