Role Overview

Operational and Engineering Systems

• Establish operational and engineering management systems and coordinate standardized management frameworks for overseas projects.
• Optimize processes across the full project lifecycle, from initiation, bidding, contracting, and construction through completion and warranty.
• Set quality, safety, schedule, and cost-control standards and assessment mechanisms for overseas projects.
• Build country-risk, contract-risk, early-warning, and emergency-response mechanisms for overseas projects.
• Drive operational digitalization through project information reporting and data dashboards across multiple countries and projects.
• Conduct regular operational reviews and improve project efficiency and profitability.

Marketing System Development

• Establish a full-process marketing framework covering market research, project tracking, bid pricing, and contract signing.
• Optimize market, customer, and bid-management processes and clarify authority, responsibility, and approval mechanisms.
• Establish tiered marketing standards and differentiated strategies for projects across countries, scales, and client types.
• Develop marketing team assessment and incentive mechanisms and maintain marketing information ledgers and closed-loop project tracking.
• Coordinate design, construction, and procurement resources to support overseas bidding and delivery.

Overseas Market Research

• Organize country-level research covering political environments, economic conditions, laws, regulations, market-access policies, and competitive landscapes.
• Assess overseas construction trends, identify market opportunities and entry risks, and formulate market-entry recommendations.
• Develop overseas market plans defining priority countries, business directions, and phased objectives.
• Track infrastructure investment plans, foreign-investment policy changes, and major tender developments in key regions.
• Benchmark international engineering contractors, including business models, competitive strategies, and market footprints.

Overseas Marketing Management

• Track key project progress and coordinate critical issues during bidding and contracting.
• Coordinate marketing resources and control overseas marketing expense budgets.
• Conduct marketing cost analysis, establish marketing ROI evaluation models, and optimize strategies and resource allocation.
• Lead major project bidding decisions, bid proposal reviews, commercial negotiations, and contract-risk vetting.
• Establish post-project evaluations of marketing initiatives and analyze won and lost bids.
