****Purpose Of The Job:****
- The Senior Project Controller ensures effective oversight of project planning, budgeting, scheduling, and performance tracking in alignment with Company's project governance framework.
- This role leads to the implementation of standardized controls and reporting systems to monitor progress, manage risks, and ensure compliance with cost, time, and quality objectives.
- By providing accurate performance data and supporting cross-departmental coordination, the Senior Project Controller plays a key role in resource optimization, strategic decision-making.
- ****Practical Qualifications:****
- A practical experience of no less than 6 to 12 years in project controls, including planning, cost, and progress monitoring.
- ****Certification/Courses Qualifications****
- PMI-SP or AACE Certified Cost Professional Certificate.
- Earned Value Management, Integrated Project Controls Course.

- ****Responsibilities:****
Administrative and Supervisory Tasks
- Manage and supervise the daily performance of team members, guiding them toward achieving departmental objectives and ensuring alignment with broader company goals.
- Set individual and team-level performance indicators for key work tasks and continuously monitor progress to ensure achievement of departmental objectives.
- Establish and maintain departmental procedures and internal policies that regulate workflows and contribute to the effective implementation of strategic and operational plans.
- Propose improvements to existing procedures and policies to enhance operational efficiency and support process optimization.
- Determine the department’s expected costs and contribute to the preparation of the annual departmental budget, in coordination with relevant functions.
- Set work priorities based on departmental goals, allocate tasks accordingly, and communicate responsibilities clearly to team members.
- Ensure effective communication and information flow within the department and across other departments to support alignment and coordination.
- Conduct annual performance evaluations for team members, discuss results constructively, and recommend appropriate developmental or corrective actions.
- Monitor and support the department's human resources planning by identifying training needs, facilitating necessary learning and development opportunities, and evaluating impact, in coordination with HR.
- Participate in the recruitment process by shortlisting candidates, conducting interviews, and providing recommendations for hiring decisions.
- Provide regular, constructive feedback to team members to support continuous improvement and skill development.
- Perform any additional managerial tasks assigned by the direct supervisor or required by the role.
- ****Technical Tasks:****
Project Planning
- Oversee all project control functions including planning, cost control, and progress reporting across projects.
- Approve the baseline schedule and baseline budget before submission to clients or PMO.
- Ensure integration of cost, time, and scope into a unified project control system.
- Review and validate weekly and monthly progress and cost reports.
- Lead corrective action planning for schedule or cost deviations exceeding thresholds.
- Coordinate with PMO and project managers to resolve cross-functional control issues.
- Ensure project control policies and procedures are implemented consistently across all projects.
- Support internal and external audits on project schedule and cost control.
- Supervise the development and maintenance of the central delay/cost deviation register.
- Approve forecasting models and validate EVM (SPI, CPI) outputs before escalation.
- Mentor and support the Project Planner, Cost Controller, and Quantity Surveyor.
Cost Control
- Review the finalized BoQ (post-award) and prepare the baseline budget.
- Coordinate with the Quantity Surveyor to structure the BoQ for control (by discipline, activity codes, etc.).
- Monitor actual vs. planned expenditures by cost code, category, or activity.
- Update committed and actual costs regularly based on procurement and site data.
- Manage project cost registers and maintain forecasting models.
- Conduct variance analysis and generate cost performance metrics (CPI).
- Issue weekly and monthly cost reports with variance alerts.
- Monitor labor hours vs. budget (based on approved timesheets from departments).
- Validate all expenditures before commitment (pre-spending validation process).
- Manage subcontractor progress billing:
- + Receive claims from PM.
- + Dispatch QS for quantity verification.
- + Review and send to procurement for payment certificate issuance.
- Maintain records of cost-related change requests and update budget accordingly.
- Support risk and contingency budget analysis related to financial impact.
- Coordinate with planner to ensure time-cost integration.
Educational Qualifications
Bachelor's degree in Engineering, Project Management, or any related field.
Practical Qualifications
- A practical experience of no less than 6 to 12 years in project controls, including planning, cost, and progress monitoring.
