Role Description

The Accounts & Finance Manager role at ACTT Technologies is a full-time, on-site position based in Dubai, United Arab Emirates.

This role goes beyond conventional accounting and finance management — it requires hands-on project finance experience within a contracting, systems integration, or technology project environment.

The successful candidate will manage the full financial lifecycle of ongoing projects, from contract review through to final account closure, while also overseeing core accounting functions such as the general ledger, accounts payable/receivable, and statutory reporting.

The Accounts & Finance Manager will work closely with project managers, procurement, and senior leadership to ensure that project revenue, costs, and cash flow are accurately tracked, billed, and collected, and that the company's contractual and legal exposure on each project is well understood and managed.

Key Responsibilities

  • Manage project-wise revenue recognition in line with contract terms, percentage-of-completion methods, and applicable accounting standards (IFRS 15).
  • Track project cash flow, including client receivables, advance payments, retentions, and vendor/subcontractor payables, to ensure healthy liquidity across all active projects.
  • Review, prepare, and validate variation orders, change requests, and claims, ensuring proper documentation, costing, and client approval before financial recognition.
  • Oversee vendor and subcontractor payment cycles, ensuring alignment with contractual payment terms, milestones, and project cash flow constraints.
  • Monitor client billing and collections, including progress invoicing, LPO/contract compliance, and retention release schedules.
  • Review project contracts, LPOs, and subcontract agreements to identify financial, payment, and liability terms, advance payment guarantees, bonds, and retention clauses, escalating risks to management.
  • Liaise with legal advisors or management on contractual disputes, claims, penalties, and liquidated damages, providing financial impact analysis to support decision-making.
  • Prepare project profitability reports (budgeted vs. actual cost, margin analysis, cost-to-complete) and present findings to project and senior management.
  • Maintain the general ledger, AP/AR, and bank reconciliations, and prepare monthly, quarterly, and annual financial statements.
  • Support budgeting, forecasting, and cash flow planning at both company and project level.
  • Coordinate with external auditors, banks, and insurers, including guarantee/bond issuance and renewal related to project contracts.
  • Implement and strengthen internal controls and approval workflows around project costing, billing, and payments.
  • Ensure compliance with UAE financial regulations, VAT, and corporate tax requirements.

Qualifications

  • Bachelor's degree in Finance, Accounting, or related field; professional certification (CPA, ACCA, CMA) is an advantage.
  • 6+ years of progressive finance/accounting experience, with a significant portion in a project-based business (ICT, ELV, MEP, construction, fit-out, or systems integration preferred).
  • Demonstrated experience handling project financials: revenue recognition, variations/claims, retentions, and milestone billing.
  • Working knowledge of commercial contract terms (FIDIC or similar frameworks, LPOs, subcontracts) and their financial/legal implications.
  • Strong understanding of cash flow management in a multi-project environment with varying payment terms.
  • Proficiency in ERP/accounting systems (e.g., SAP, Oracle, Tally, Zoho Books) and advanced Excel skills.
  • Experience liaising with legal counsel or contracts teams on commercial disputes or claims is a plus.
  • Strong analytical and negotiation skills, with the ability to communicate financial and contractual matters clearly to non-finance stakeholders (project managers, clients, vendors).
  • Familiarity with UAE VAT, corporate tax, and regional commercial regulations.
  • Ability to work on-site in Dubai, UAE.
