Estimation Engineer

Key Responsibilities

• Review RFQs, tender documents, drawings, specifications, BOQs, and contract requirements.
• Prepare detailed cost estimates and quotations for thermoplastic road marking, cold plastic systems, road studs, traffic signs, crack sealing, and related traffic safety works.
• Develop competitive pricing for materials, labor, equipment, subcontractors, and indirect costs.
• Prepare commercial and technical proposals for RFQs, tenders, framework agreements, and maintenance contracts.
• Conduct quantity take-offs and productivity analyses for machine-applied and manual road marking operations.
• Obtain and evaluate supplier and subcontractor quotations.
• Coordinate with procurement, operations, production, and project teams to ensure accurate pricing and resource planning.
• Prepare rate build-ups for thermoplastic application, cold plastic application, crack sealing, road stud installation, traffic sign installation, and manual hand-crew activities.
• Maintain updated databases for material costs, labor rates, equipment utilization, and productivity benchmarks.
• Identify commercial risks, exclusions, assumptions, and value-engineering opportunities.
• Support business development teams by providing timely pricing for client enquiries, direct quotations, and urgent RFQ requests.
• Manage multiple RFQs and tenders simultaneously while meeting strict submission deadlines.

Preferred Experience

• Candidates must have direct estimation experience in several of the following:
• Thermoplastic Road Marking.
• Cold Plastic Road Marking.
• Waterborne and Solvent-Based Road Paint.
• Crack Sealing and Joint Sealing.
• Road Stud Supply and Installation (including Hoffman machine operations).
• Traffic Signs and Traffic Safety Products.
• Delineators, Bollards, and Guardrails.
• Highway Maintenance Contracts.
• Manual Hand-Crew Road Marking Operations.
• Machine-Applied Road Marking Operations.
• Framework Agreements and Call-Off Contracts.
• RFQ-Based Pricing and Commercial Quotation Preparation.

Preferred Candidate

• Civil Engineer with experience in road marking and traffic safety works.
• Strong understanding of UAE market rates, productivity norms, and authority specifications.
• Proven experience preparing quotations, RFQs, and tenders for road marking and traffic safety projects.
• Commercially minded with strong analytical and negotiation skills.
• Ability to work efficiently in a fast-paced environment with multiple client enquiries and tender opportunities.
