Environment, Health and Safety Manager

Overview

Key Responsibilities

• Develop, implement, and maintain project HSE plans, procedures, and management systems.
• Ensure compliance with Ashghal HSE requirements, Qatar Construction Specifications (QCS), and local regulatory requirements.
• Lead the implementation of health, safety, and environmental programs across project sites.
• Conduct regular site inspections, audits, and safety assessments to identify hazards and ensure compliance.
• Investigate incidents, accidents, near misses, and unsafe conditions and implement corrective actions.
• Prepare HSE reports, statistics, KPIs, and monthly performance reports for management and clients.
• Conduct risk assessments, Job Safety Analysis (JSA), and review method statements.
• Coordinate emergency response plans, drills, and crisis management procedures.
• Provide HSE training, toolbox talks, and awareness programs to employees and subcontractors.
• Liaise with clients, consultants, regulatory authorities, and project stakeholders regarding HSE matters.
• Monitor contractor and subcontractor HSE performance and ensure corrective actions are implemented.
• Promote a positive safety culture and continuous improvement within the organization.
• Support project teams in achieving zero incidents and maintaining excellent HSE performance.

Qualifications

• Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
• NEBOSH International Diploma or NEBOSH IGC.
• IOSH Managing Safely or equivalent professional certification.
• Lead Auditor qualification (ISO 45001 and ISO 14001) is an advantage.
• Membership with recognized professional bodies is preferred.

Experience

• Minimum 10 years of HSE experience in construction, infrastructure, or civil engineering projects.
• Minimum 5 years of experience in a managerial HSE role.
• Previous experience on Ashghal projects is highly preferred.
• Experience working with major contractors, consultants, and government projects in Qatar.
• Strong knowledge of Qatar HSE regulations, QCS requirements, and international standards.

Skills And Competencies

• Excellent leadership and team management skills.
• Strong communication and presentation abilities.
• Ability to conduct incident investigations and root cause analysis.
• Proficient in risk assessment and hazard identification techniques.
• Strong report writing and documentation skills.
• Computer proficiency in Microsoft Office applications.
• Ability to work under pressure and manage multiple projects.

Language Requirements

• Fluent in English (written and spoken).
• Arabic speaking is highly preferred.
