Its portfolio includes large-scale combined cycle gas turbine (CCGT) power stations, independent power projects (IPPs), high-voltage transmission systems, substations, water treatment facilities and major industrial developments.

Within the power sector, the company has played a significant role in the delivery of multiple multi-gigawatt thermal and combined cycle power generation projects, together with associated transmission and grid connection infrastructure.

The organisation continues to be actively involved in the delivery of major energy and utility developments across Saudi Arabia and the wider GCC region, supporting national power generation capacity expansion and energy transition objectives.

The company is recognised for delivering complex EPC projects within challenging environments, managing multidisciplinary engineering, procurement, construction, testing and commissioning activities through large international project teams and specialist subcontractor networks.

The Project

  • The successful candidate will join the Combined Cycle Gas Turbine (CCGT) Independent Power Plant project (IPP), a major new-build power generation development located on Saudi Arabia's Red Sea coast in Jazan Province.
  • The project forms part of Saudi Arabia's ongoing energy transition and power infrastructure expansion programme, supporting growing industrial, commercial and residential demand across the Kingdom.
  • Once operational, the facility will provide large-scale, high-efficiency baseload power generation through advanced gas turbine and steam turbine technology, significantly improving generation efficiency whilst supporting national decarbonisation objectives.
  • The development encompasses the design, procurement, construction, testing and commissioning of a state-of-the-art CCGT power station together with all associated balance of plant facilities and grid connection infrastructure.
  • Scope includes:
  • Gas turbine generators and steam turbine generators.
  • Heat Recovery Steam Generators (HRSGs).
  • High-voltage substations and switchyards.
  • Grid connection and transmission infrastructure.
  • Electrical balance of plant systems.
  • Control and protection systems.
  • Auxiliary facilities, utilities and supporting infrastructure.
  • Testing, commissioning and commercial operation activities.
  • The project is being delivered within a complex EPC environment involving international contractors, equipment suppliers, consultants and client stakeholders, offering exposure to one of Saudi Arabia's most significant power generation developments.

The Role

Reporting to the Project Management team, the Substation Project Engineer will be responsible for managing the contractual, technical and execution aspects of the high-voltage substation package, ensuring successful delivery from engineering through construction and commissioning.

The role will serve as the key interface between Orascom Construction and specialist subcontractors, ensuring all engineering, procurement and site activities are delivered in accordance with project specifications, contractual obligations and programme requirements.

Key Responsibilities

  • Review and evaluate subcontractor technical and commercial proposals.
  • Support the preparation, review and administration of subcontract agreements.
  • Review and approve subcontractor engineering deliverables, design documentation and material submittals.
  • Ensure full compliance of all designs and submissions with project specifications, client requirements and applicable international standards.
  • Coordinate technical reviews and engineering interfaces between subcontractors and the wider project team.
  • Monitor subcontractor engineering, procurement, manufacturing and construction activities to ensure delivery in line with project requirements.
  • Track design deliverables, procurement status, manufacturing progress and site execution activities.
  • Verify the availability, mobilisation and performance of subcontractor personnel, equipment and resources.
  • Monitor construction progress against programme milestones and identify potential risks to schedule, quality and delivery.
  • Coordinate and ensure the timely completion of works in accordance with the approved project schedule and monthly progress targets.
  • Participate in inspections, testing and commissioning activities associated with high-voltage substations and electrical systems.
  • Liaise closely with project controls, engineering, procurement, construction and commissioning teams to ensure effective project delivery.
  • Prepare progress reports and participate in stakeholder, subcontractor and project review meetings.
  • Ensure compliance with all quality, health, safety and environmental requirements throughout project execution.

Candidate Profile

  • Degree qualified in Electrical Engineering or a related discipline.
  • Demonstrable experience delivering high-voltage substation projects within EPC contracting environments.
  • Strong knowledge of transmission systems, grid interconnections, substations and switchyards.
  • Experience reviewing engineering designs, technical submissions and subcontractor deliverables.
  • Knowledge of subcontract administration and contractor management.
  • Previous experience on power generation, transmission, utility or large-scale infrastructure projects.
  • Familiarity with testing and commissioning of HV electrical systems.
  • Experience of 132kV, 220kV, 380kV or higher voltage systems is highly desirable.
  • Strong stakeholder management, communication and reporting skills.
  • Ability to operate effectively within a large-scale international EPC project environment.

Compensation & Benefits

Single status only

Total Salary (Negotiable) with breakdown of 8hrs + 2hrs OT

70% basic - 30% overtime
