Planning and portfolio integration

• Integrate implementation plans, development strategies, phasing assumptions, and delivery requirements across Qiddiya.
• Lead and continually enhance the Qiddiya Implementation Plan for development sequencing, infrastructure readiness, asset deployment, and activation planning.
• Consolidate district, asset-class, and enabling infrastructure plans into a unified portfolio view for executive decisions and delivery prioritization.
• Evaluate assumptions, phasing, readiness, risks, constraints, and dependencies; recommend implementation priorities and portfolio trade-offs.

Governance and cross-functional coordination

• Establish enterprise implementation planning policies, procedures, standards, methodologies, readiness criteria, and submission protocols.
• Lead planning reviews, technical assurance, readiness assessments, and governance forums across districts and Business Units.
• Align districts, Business Units, Development Management Offices, corporate functions, infrastructure initiatives, and asset deployment programs.
• Establish mechanisms to identify, track, own, and resolve dependencies; lead reviews to resolve sequencing conflicts and competing priorities.

Data and analytics

• Govern the Development Data Register and enterprise data framework, including data ownership, validation, workflow controls, master data, and classifications.
• Integrate development, infrastructure, and asset information from business units, districts, and corporate systems into a reliable portfolio source.
• Develop and enhance the Implementation Model, integrated data models, and analytics connecting implementation, infrastructure, assets, readiness, and performance.
• Lead scenario planning, forecasting, portfolio optimization, and predictive decision support; improve automation, data quality, and implementation visibility.

Leadership and reporting

• Lead the Implementation department strategy and team, translating objectives into plans and goals while fostering accountability, collaboration, and continuous improvement.
• Maintain strategic relationships with Executive Management, Development Business Units, MDU, SDU, and corporate functions.
• Oversee timely, accurate executive reports, readiness assessments, portfolio insights, and strategic recommendations.
• Enhance planning, assessment, and governance practices through innovative methods, automation, and digital transformation.

Required qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Urban Planning, Project Management, or a related field.
• Fluency in written and spoken English.
• Advanced knowledge of implementation planning, phasing, scenario analysis, infrastructure readiness, and cross-functional dependency management in large-scale development environments.
• Ability to analyze operational data, coordinate internal stakeholders, and manage team activities with accuracy and quality.

Preferred qualifications

• A master's degree in a related engineering, construction, project management, business analytics, or data analytics field is preferred.
• Recognized professional certifications or memberships, such as PMP, PgMP, APM, AACE, or CIOB, are preferred.
• Arabic proficiency is preferred.
