Project Overview
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments.
In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports.
Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.
King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.
Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary
In this role, you will participate in subcontract formation and/or administration.
Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures.
Subcontract administration includes continual progress review, forecasting, and communication of difficulties.
Your work will ensure subcontract compliance with project requirements.
Subcontract Management
- Implements the Supply Chain Assignment Schedule, which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
- Manages assigned subcontracts by maintaining continual review of progress and providing management with information regarding projected financial or technical difficulties
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
- Manages moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
Subcontract Formation
- Conforms to and ensures subcontract execution.
- Directs negotiation in the commitment of subcontracts
- Develops and issues subcontracts and service agreements as assigned
- Prepares bidders’ lists and pre-qualifies bidders
- Forms bid request packages and issues bid request packages to approved bidders
- Coordinates bidders’ questions and responses to those questions
- Receives bids and evaluates bids commercially
- Prepares Commercial Bid Summary and recommendations
- Recommends and secures approvals in accordance with established procedures
- Prepares subcontract documents for execution
- Prepares and organizes assigned meetings, including pre-bid, bid clarification, and pre-award meetings, to ensure complete understanding and agreement between Bechtel, the customer, and contractor on all contractual matters.
- After reviewing the plan and agenda with supervisor, conducts meetings and prepares and issues meeting notes outlining important statements, required actions, and schedules.
Education And Experience Requirements
- Requires bachelor's degree (or international equivalent) and 15-17 years of relevant experience or 18-20 years of relevant work experience
Required Knowledge And Skills
- Proficiency in all phases of the contract lifecycle of moderately complex construction contracts, framework agreements, and services contracts.
- Developing various contract types and associated pricing arrangements.
- Experience in negotiating legal terms and conditions.
- Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
- Skilled in communicating effectively with all levels of project functional groups.
- Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint).
