Costs Analyst

Role purpose

Location and reporting

• Based in the Project Office in Bristol for a minimum of three days per week.
• Travel to lender, sponsor, and adviser locations is required as needed.
• Reports to the Project Controls Director.

About the project

Cost books and analysis

• Develop and maintain DEVEX, CAPEX, OPEX, and DECEX project cost books and central cost libraries.
• Benchmark offshore wind costs across project work breakdown structures and maintain auditable data, assumptions, methodologies, and version control.
• Assess cost estimates, challenge deviations from benchmarks, and maintain cost books at system, subsystem, and component or activity level.
• Lead cost-benefit analysis for project strategy, design, change, and investment decisions.
• Issue and update cost books in line with business case and project milestones; support investment decisions, financial close, and due diligence.

Project and commercial support

• Work with function leads, package managers, procurement, and external advisers to develop and refine estimates.
• Provide cost insights from procurement, supply chain engagement, external benchmarks, and historic project data.
• Integrate cost information with commercial and business case modelling teams.
• Support wind farm design, EYA analysis, and other engineering activities that inform project economics.
• Support stage-gate assessments, steering committees, internal reporting, and fundraising or shareholder transaction due diligence.

Standards and improvement

• Ensure cost advice and deliverables comply with applicable regulations, standards, HSEQ, and CDM requirements, reflecting safety in project costs.
• Contribute to best practice, guidance, workshops, and knowledge-sharing across engineering and offshore wind teams.
• Identify issues, opportunities, and improvements and develop practical solutions.

Requirements

• Provide cost expertise supporting offshore renewable energy project development and delivery.
• Develop and maintain project cost books and central cost libraries using industry benchmarks and analysis.
• Maintain auditable cost data, assumptions, methodologies, and version control.
• Assess cost estimates and challenge deviations from benchmarks, norms, and expected trends.
• Support cost-benefit analysis, project economics, and business case or investment decisions.
• Work with project functions, procurement, commercial teams, and external advisers on cost estimates.
• Ensure cost advice and deliverables meet applicable regulations, standards, HSEQ, and CDM requirements.
