Compliance Monitoring & Assurance Analyst

Key Responsibilities

• Conduct compliance monitoring reviews and assurance testing across payment operations, onboarding, technology, customer support, treasury, outsourcing, and operational functions.
• Assess compliance with:
• UAE Central Bank Retail Payment Services & Card Schemes (RPSCS) Regulation
• Stored Value Facility (SVF) regulatory requirements
• Open Banking regulatory and data-sharing obligations
• Cross-Border Payment Services regulatory requirements
• AML/CFT and sanctions compliance obligations
• Internal policies, procedures, and governance frameworks
• Perform testing of controls related to:
• Customer onboarding and KYC/CDD
• Wallet operations and stored value management
• Merchant onboarding
• Transaction monitoring and sanctions screening
• Payment processing and settlement activities
• API governance and Open Banking access controls
• Outsourcing and third-party service providers
• Fraud monitoring and transaction surveillance
• Monitor adherence to licensing conditions, regulatory reporting obligations, and operational requirements applicable to SVF, RPS, Open Banking, and Cross-Border Payment Services.
• Identify compliance gaps, operational weaknesses, and control deficiencies.
• Prepare monitoring reports including findings, root causes, risk ratings, and remediation recommendations.
• Track remediation actions and ensure timely closure of identified issues.
• Maintain monitoring schedules, testing documentation, compliance registers, and evidence repositories.
• Support regulatory inspections, audits, and compliance reviews.
• Monitor regulatory developments impacting fintech and payment services activities and escalate relevant updates.
• Assist in preparing compliance dashboards, KPIs, KRIs, and management information reports.
• Promote compliance awareness and provide guidance to business units on regulatory obligations and controls.

Qualifications & Experience

• Bachelor’s degree in Law, Finance, Business Administration, Risk Management, or a related field.
• 2-5 years of experience in compliance, AML, audit, risk, or assurance functions within fintech, banking, payment institutions, or financial services.
• Knowledge of:
• UAE Central Bank payment services regulations
• SVF and RPS regulatory frameworks
• Open Banking ecosystems and API governance
• Cross-border payments compliance requirements
• AML/CFT and sanctions compliance
• Experience in compliance monitoring, control testing, or regulatory assurance activities preferred.
• Professional certifications such as CAMS, ICA, or CIA are advantageous.
