Communications Foreman

Job Purpose

1) Communications Maintenance

• Upon receiving notification of a problematic communications unit, promptly respond to the problem at hand to diagnose the problematic condition and assign the corresponding manpower to ensure adequate maintenance of all communications units.

2) Outsourcing Maintenance

• When the size of the maintenance job is beyond the capabilities of the department, outsource the maintenance services to a qualified external party to ensure adequate fulfillment of maintenance needs.

3) Broadcasting Equipment Monitoring

• Continuously monitor the list of the expiry dates of broadcasting equipment to inform the Electrical Supervisor of relicensing or replacing needs.

4) Inter-departmental Liaison

• Support Corporate IT on communications and administrative projects, by providing expertise on Ethernet and other related matters.

5) External/Government Liaison

• Liaise with private companies, like Etisalat, to provide effective services (like PABX, GSM etc.) to DUGAS employees.
• Liaise with TRA to submit, renew and modify licenses, along with understanding and communicating the governmental policies, to the department.
• Renew licenses on a semi-annual basis, by liaising with the Instrument & Electrical Manager along with the Administration department, to get approval from TRA.

6) Vendor Relationships

• Assist in defining scope of work for vendors, and provide oversight while delivery of service (if requested by Supervisor) to ensure that output is as per specifications and standards mentioned in the contract.
• Ensure that when the upgraded equipment arrives to the plant and is set up, it is functioning appropriately and as per DUGAS specifications to increase the effectiveness and efficiency of the plant.

7) Policies, Systems, Processes, and Procedures

• Implement approved departmental policies, processes, procedures and instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.

8) Continuous Improvement

• Contribute to the identification of opportunities for continuous improvement of section systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

9) MIS Reports

• Prepare departmental MIS statements and reports of DUGAS timely and accurately to meet company and department requirements, policies and standards.

10) Safety, Quality, and Environment

Minimum Qualifications

• Diploma in Instrumentation

Minimum Experience

• 5 years of progressive working experience as a Communications Technician, preferably in the Oil & Gas, or Petrochemicals industry.
