The role owns assigned workstreams involving commercial agreements, property and lease arrangements, partner relationships, service mobilization, operational projects, management information, and process improvement.

The post works across Housing, Assets, Finance, Income, Support, IT, and corporate services, and with external providers and advisers.

Commercial and contract management

  • Oversee contracts, leases, underleases, licences, service-level agreements, management agreements, and supplier arrangements.
  • Maintain a central contract register with key dates and obligations; coordinate renewals, variations, reviews, notices, and termination activity.
  • Review documents for responsibilities, costs, risks, and gaps; prepare commercial summaries and coordinate information for advisers.
  • Support negotiations and maintain records of approvals, decisions, agreements, and follow-up actions.

Property and lease arrangements

  • Maintain records of property agreements, lease obligations, landlord responsibilities, incentives, and handback provisions.
  • Coordinate information for Heads of Terms, renewals, assignments, variations, and property handbacks.
  • Work with Assets colleagues on commercial impacts of property, compliance, repair, and investment matters; monitor actions and escalate potential disputes or breaches.

Due diligence and mobilization

  • Coordinate due diligence for properties, portfolio transfers, service arrangements, and partnerships; review relevant property, occupancy, tenancy, rent, service-charge, compliance, contractual, and operational information.
  • Identify information gaps, inconsistencies, inherited liabilities, and assumptions; prepare summaries of risks, dependencies, resource needs, and decisions.
  • Create mobilization plans with owners, deadlines, dependencies, risks, and readiness criteria; coordinate meetings and challenge incomplete actions.
  • Ensure effective handover of new services into business-as-usual operations and support reviews against approved business cases and outcomes.

Partners, suppliers, rent, and income

  • Manage day-to-day relationships with assigned landlords, Registered Providers, care and support providers, commissioners, contractors, and suppliers.
  • Monitor delivery against contracts, record performance issues, coordinate corrective actions, and support procurement and supplier assessments.
  • Analyze costs, challenge unexplained charges, and identify opportunities to improve value for money.
  • Coordinate information for rent setting, Housing Benefit submissions, reconsiderations, appeals, and related enquiries; maintain supporting records, quality-check information, monitor deadlines, and escalate significant issues and financial risks.

Candidate requirements

  • Be commercially minded, highly organized, and proactive; work independently and take ownership of assigned workstreams.
  • Manage several priorities, control actions and deadlines, identify risks early, and follow matters through to completion.
  • Challenge delays or incomplete information professionally and provide accurate information to senior leaders.
