Job Purpose

Lead IHCC head office's commercial function and project commercial delivery across the active portfolio.

Provide executive oversight, report project financial health, surface risks, and manage time and cost claims.

Own the commercial operating model and coordinate with Finance, Operations, Estimation, Project Controls, and Corporate Contracts.

Operating Model and Governance

  • Lead commercial delivery, revenue management, cashflow governance, variations, and claims in line with business and project priorities.
  • Set commercial policies, decision rights, delegation principles, operating rhythms, and escalation routes.
  • Enforce consistent standards for cashflow, project commercial coverage, payment applications, claims and variations, cost reporting, and scope handover at award.
  • Formalize the working protocol with Corporate Contracts, including decision rights, escalation routes, and cadence.

Project Commercial Delivery

  • Oversee project commercial resources across the active portfolio and ensure coverage fits project scale, complexity, and client type.
  • Provide bid-stage commercial input with relevant functions; review assumptions, payment terms, cashflow, subcontracting strategy, qualifications, and risks.
  • Direct commercial management for group and internal projects where dedicated project commercial managers are not deployed.
  • Ensure payment certification, invoicing, variation processing, and payment applications follow standards.
  • Own final accounts and close-outs, lead settlements, and coordinate final payments and retention releases with Finance.
  • Manage subcontractor and supplier packages through scope and pricing review, valuations, certifications, claims, deductions, and final accounts.

Contractual Governance and Risk

  • Ensure consistent use of contractual policy, templates, and precedents across live projects.
  • Work with Corporate Contracts on clause interpretation, pre-signature contract risk, and live claim and dispute strategy.
  • Coordinate contractual audits, address findings, and track closure within the commercial function.
  • Maintain a portfolio view of contractual exposure for executive reporting.
  • Lead time and cost claims, meet contractual time bars, and maintain contemporaneous records.
  • Escalate commercial risks and claim triggers during project execution; run post-award commercial reviews with Estimation.

Reporting and Leadership

  • Produce weekly project commercial reporting on project status, revenue, cashflow projections, and claims.
  • Maintain portfolio KPIs and control logs for billing, payment certification, collections, variations, claims, risks, final accounts, and retentions.
  • Translate commercial data into insight on pipeline conversion risk, portfolio margin, variation trends, and cash position.
  • Improve systems integration and standardized reporting to reduce manual reconciliation.
  • Lead and develop the head-office commercial team and project commercial resources, including quantity surveyors.
  • Coordinate with Finance, Project Controls, Estimation, Operations, and Corporate Contracts; represent Commercial in cross-business forums and senior engagements.
  • Drive continuous improvement, digital and data adoption, and consistent practices across project commercial locations.

Qualifications and Experience

  • Bachelor's degree in Quantity Surveying, Commercial Management, Civil or Construction Engineering, Business Administration, or a related field; a Master's degree is desirable.
  • Commercial or contract management certification is required or strongly desirable; MRICS, FRICS, CIOB, or equivalent are cited.
  • FIDIC-accredited adjudicator or claims practitioner certification is an advantage.
  • Fluency in English is required; Arabic is desirable.
  • At least 10 years of progressive commercial or quantity surveying experience in construction, design-build, or EPC environments.
  • At least 3 years in senior commercial leadership managing a commercial function at a mid-market or tier-one contractor.
  • Deep working knowledge of FIDIC contract forms, Saudi construction contract practice, claims management, and variation administration.
