Chief Specialist - Talent Planning & Acquisition
About This Role
Job Description Strategy
- Lead multiple strategic projects across job architecture, evaluation and competencies, ensuring prioritisation, benefits realisation, risk control, and stakeholder alignment under approved Project Management governance.
- Demonstrate comprehensive understanding of RTA Business Context, aligning job families, grades, and organisation designs with strategy, service models, and budget envelopes to inform leadership decisions.
- Govern Policy Analysis and Development for job architecture, standardise methodologies, artefacts, thresholds, and review cadence, ensuring alignment with HR Laws, Regulations & Policies and RTA standards.
- Institutionalise Job Analysis & Evaluation, approve evidence requirements, benchmarking inputs, and re-evaluation triggers to sustain internal equity and market competitiveness.
- Embed Succession Planning & Career Pathing and Talent Strategy Formulation into architecture defining ladders, and readiness paths linked to capacity, cost, and progression frameworks.
- Apply Strategic Workforce Intelligence and Market Research and Benchmarking to anticipate demand shifts, quantify resourcing and skill implications and recommend ROI-positive design options using ROI Assessment.
- Review and develop job classification within the RTA in accordance with Dubai Government HR legislation, internal RTA policies, and best practices
Operations
- Oversee drafting, consultation, quality checks, and approvals, integrate competency models and ensure GRP-ready, version-controlled artefacts.
- Direct end-to-end job evaluation in coordination with DGHR, govern factor scoring, evidence packs, and appeals, publish outcomes and re-classifications with audit-ready documentation.
- Drive competency framework updates, align behavioural and technical competencies to evolving needs/emerging roles, embedding models into profiles, pathways, and development plans across organisational units.
- Coordinate job description and evaluation cycles ensuring timely updates and approvals.
- Govern GRP alignment in coordination with Digital Dubai for positions, titles, grades, and reporting lines, direct change control, data quality, and interfaces so structures remain current, accurate, and analytics ready.
- Coordinate structure-change programmes with leaders and HRBPs using Strategic HR Business Partnering, model spans/layers, transition impacts, and costed alternatives before execution.
- Drive quarterly portfolio reviews of architecture KPIs under Quality Management & Enhancement and Operational Excellence & Service Innovation, surface gaps, root causes, and corrective actions.
- Steer communication and enablement for architecture releases through change kits, role maps, and FAQs, equip managers to implement designs consistently and on schedule.
Product/Process Improvement
- Advance Digital HR Transformation and People Analytics & Data Automation to automate JDX workflows, evaluation packs, approval gates, and dashboards, improve timeliness, accuracy, and transparency.
- Embed Future of Work Strategy & Readiness, Futuristic Organization Design, Enterprise Competency & Workforce Models, and Skills-Based Organization Design & Enablement into design playbooks and pilots.
- Lead Change Management & Workforce Agility and Sustainable HR Strategy & Circular Economy Integration practices within architecture initiatives to ensure durable adoption and responsible resourcing
Qualifications
- Bachelor's / Master’s degree in HR
- 9+ Years in case of Master’s degree (11+ years in case of Bachelor’s degree) in related field
- Skilled in job analysis and evaluation to support organizational effectiveness
- Experience in organizational structure design, review, and optimization
- Ability to analyze, develop, and implement organizational policies
- Expertise in succession planning and career path development
- Competence in talent strategy formulation and workforce planning
- Skilled in strategic workforce intelligence and data‑driven HR decision‑making
- Understanding of the organization’s business context and strategic objectives
- Strong project management and coordination skills
- Capability to conduct ROI assessments for HR programs and initiatives
- Experience in quality management and continuous improvement practices
- Knowledge of market research and benchmarking for talent and organizational trends
- Familiarity with Emiratization strategies and workforce localization programs
- Commitment to operational excellence and service innovation
- Understanding of HR laws, regulations, and compliance frameworks
