About This Role

Job Purpose:

I am partnering with a leading construction and infrastructure group in their search for a Group Chief Financial Officer, widely recognised for delivering landmark projects across infrastructure, industrial, and building sectors that are shaping the region’s long-term development across the Middle East.

The role will act as a trusted strategic partner to the Group CEO and Board, driving financial resilience, optimising capital allocation, strengthening governance, and enabling sustainable, long-term value creation.

The position requires deep expertise in EPC project finance, large-scale cash and liquidity management, joint venture structuring, and enterprise-wide financial transformation within complex, multi-jurisdictional operation.

Key Responsibilities:

Financial Strategy & Leadership

• Define and lead Group financial strategy aligned with growth and regional expansion
• Advise the CEO and Board on financial, commercial, and investment decisions
• Drive value creation through capital allocation, portfolio optimisation, and transformation

Planning, Performance & Reporting

• Lead budgeting, forecasting, and long-term financial planning across all entities
• Consolidate Group performance and deliver insights to leadership
• Ensure IFRS-compliant reporting, strong controls, and audit readiness
• Strengthen performance frameworks linked to key operational KPIs

Treasury & Capital Management

• Oversee liquidity, cash flow, and working capital across the Group
• Manage banking relationships, funding, and capital structure optimisation
• Lead cash flow forecasting for large-scale EPC project requirements

EPC & Commercial Oversight

• Govern financial control of EPC and infrastructure projects end-to-end
• Oversee budgeting, cost control, revenue recognition, and margin protection
• Manage claims, variations, and contractual entitlements

M&A, JVs & Investments

• Lead M&A, joint ventures, due diligence, and deal structuring
• Define investment frameworks aligned with strategic returns
• Oversee valuation, integration, and partnership governance

Risk, Governance & Compliance

• Establish enterprise risk and governance frameworks
• Ensure regulatory, tax, and statutory compliance across jurisdictions
• Strengthen internal controls and support IPO readiness

Stakeholders & Transformation

• Engage Board, investors, banks, and auditors on financial strategy and performance
• Lead finance transformation, ERP systems, and digital reporting capabilities
• Build a high-performing, multi-entity finance organisation with strong leadership depth

Education

• Bachelor’s degree in Finance, Accounting, or related discipline
• Professional qualification (CPA, ACCA, CFA, or equivalent) is required
• MBA or executive education from a reputable institution is preferred
• Additional qualifications in corporate finance, investment management, or capital markets are advantageous

Experience

• Minimum 20 years of progressive finance experience
• At least 10–12 years in senior leadership roles (CFO / Group Finance Director level)
• Extensive experience within construction, infrastructure, or project-based industries
• Proven track record managing large, multi-entity, multi-country organisations (AED 10B+ revenue scale)
• Strong expertise in EPC project finance, treasury, and capital structuring
• Demonstrated success in M&A, joint ventures, and strategic investments
• Experience in financial modelling, PPP structures, and international operations preferred
• Exposure to IPO preparation, capital markets, or listed environments highly desirable
• Experience leading complex organisations with large-scale workforce and operational footprint
• Strong background in investor relations, fundraising, and engagement with banks and financial institutions
