Position

Qualifications and Requirements

• A degree in engineering or a related technical discipline is required.
• At least 10 years of experience is required.
• Bid and proposal management experience is required.
• Bid or proposal management training such as APMP or PMP is preferred.
• Experience with PMC and QAQC services, proposal pricing and cost estimation, and risk analysis is required.

Responsibilities

• Own the bid and proposal lifecycle from Sales inquiry through client submission.
• Lead and manage the Proposal Team, including two direct reports.
• Prepare opportunity risk analyses and tailor proposals to client and project requirements.
• Prepare pricing and manload estimates and internal documentation for large opportunities.
• Coordinate with Technical and Operations teams throughout the bid cycle.
• Secure management approval for scope, technical scope, and pricing before submission.
• Participate in go or no-go decisions and bid development from start to finish.
• Work with Discipline Leads on man-hour estimates, fees, and delivery schedules.
• Prepare presentations required for the Committee.

Technical Expertise

• Strong background preparing proposals for PMC, QAQC, and design review services.
• Sound understanding of risk assessment and mitigation in bid preparation.
• Strong technical and commercial proposal writing skills.
