About This Role

Role Overview

As the Associate Technical Engineer – Community Management , you will oversee facilities operations across Community Management assets, including residential communities, Retails. OA Technical Engineer ensures the delivery of maintenance services, effective contractor supervision, operational efficiency, compliance with safety standards, and high levels of customer satisfaction.

Develop and Implement Preventive Maintenance Programs

  • Design and execute comprehensive preventive maintenance plans for community facilities, including common areas, amenities, and utility systems.

Regular Facilities Inspections

  • Perform periodic inspections and assessments of facility equipment and systems to proactively identify maintenance requirements and ensure adherence to safety and regulatory standards.

Maintenance Coordination & Oversight

  • Coordinate and supervise the execution of repair and maintenance activities. This includes managing work orders, liaising with vendors, and ensuring timely and quality service delivery.

Capital Improvement Project Support

  • Assist in capital improvement initiatives, providing support throughout all phases—from planning and design to implementation and commissioning—to enhance community infrastructure.

Customer Service & Stakeholder Communication

  • Deliver excellent customer service to residents, tenants, and other stakeholders by addressing facility-related inquiries and concerns. Provide timely updates about ongoing maintenance, projects, and other relevant initiatives within the community.

  • Service Provider Supervision

Supervise onsite facilities service providers, ensuring service delivery aligns with company standards. Organize training sessions as needed to maintain service quality.

Supplies and Inventory Management

  • Monitor inventory levels of supplies, equipment, furniture, and consumables. Assist with purchasing as necessary to ensure operational continuity.

Performance Monitoring & Reporting

  • Evaluate and report on service provider performance in accordance with Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
  • Present detailed monthly performance reports to management.

Compliance and Safety

  • Ensure all building operations, community management practices, and health and safety procedures meet regulatory and company standards. Investigate, resolve, and report community disturbances.
  • Lead the implementation of QHSE procedures and standards in assigned assets, in alignment with corporate policies and ISO 45001, ISO 9001, and ISO 14001 frameworks.
  • Ensure that site activities are compliant with relevant QHSE legislation and internal guidelines.
  • Own the Hazard identification, risk assessment, and controls for the area of the scope.
  • Maintain and regularly update asset-level risk registers in collaboration with the central QHSE function.
  • Ensure timely reporting of all incidents, near-misses, and unsafe conditions.
  • Support or lead investigations and assist in identifying root causes and corrective actions.
  • Participate in QHSE-related training sessions and support the capacity-building of onsite teams.
  • Conduct routine QHSE inspections of the assets.
  • Assist in preparing for and participating in internal/external audits.
  • Ensure timely closure of identified issues from various sources, audits, inspections, investigation, observation, etc.
  • Monitor and evaluate the QHSE management system’s requirements and statutory compliance of service providers and vendors operating within the asset.
  • Ensure that Permit-to-Work and other contractor safety protocols are followed diligently.
  • Support the development and execution of emergency response drills and ensure emergency equipment is maintained and ready.
  • Act as the first point of contact during any site-level emergency from a QHSE standpoint.
  • Track key performance indicators (KPIs) related to safety, quality, and environmental compliance, and report it monthly to the QHSE department before the COB of the first of each month.
  • Ensure that Modon Communities’ Service Providers comply and commit to Modon Communities QHSE requirements

Energy Management & Optimization

  • Monitor and optimize energy usage to reduce costs and improve efficiency. Implement energy-saving initiatives, equipment upgrades, and conservation programs as appropriate. Update and track monthly energy costs for domestic water, chilled water, and electricity in all common areas.

Documentation & Record Keeping

  • Maintain accurate records and documentation for all facility maintenance activities, inspections, and work orders. Prepare regular management reports on facility performance and maintenance operations.

Additional Duties

Perform other essential tasks assigned by management, contributing to the overall success of the department and organization.

Certified Facility Manager (CFM)

  • Educational Qualification

Bachelor’s degree in Mechanical/Electrical Engineering

  • IT Skills

Microsoft office suite, Oracle Fusion, SAP

Experience

  • 5-8 years of experience in the Community Management, preferably in mixed-use developments or large-scale properties.
  • Knowledge of high-rise residential buildings, hospitality infrastructure, and event venue maintenance
  • Strong knowledge of building systems (HVAC, Electrical, BMS, Fire safety, Elevators etc.)
  • Familiar with local authority regulations and BMS/CAFM tools
  • Ability to manage vendors, budgets, and incident response
  • Strong interpersonal and communication skills.
  • Analytical mindset with proficiency in MS Office, AutoCAD (preferred), and reporting tools
  • Experience in Community Management Industry in Abu Dhabi or Dubai.
  • In-depth understanding of community living concepts and Owner’s Association.
