Job Purpose
Design, implement, and maintain a Balanced Scorecard (BSC) framework that aligns performance measures with the organization's strategic objectives across financial, customer, internal processes, and learning and growth perspectives.
This role is responsible for planning and executing strategic projects and initiatives related to institutional performance management, ensuring their timely and effective delivery.
It involves monitoring and analyzing key performance indicators (KPIs), coordinating cross-functional teams, producing accurate performance reports, and supporting data-driven decision-making to drive continuous improvement and achieve strategic goals.
Strategic Planning & Execution
- Support the development, review, and improvement of the Chamber’s strategic plan in alignment with its vision and goals.
- Translate strategic objectives into actionable plans and initiatives with clear accountability.
- Design and implement strategic projects that support performance management goals.
- Lead strategic planning workshops to ensure cross-departmental coordination.
- Ensure alignment of all initiatives with the Chamber’s overall strategy and leadership direction.
- Assist in executing organizational development and change management efforts to support growth and long-term success.
Performance Management & KPIs
- Review and validate key performance indicator (KPI) results to ensure their accuracy and reliability.
- Analyze performance indicators to assess the achievement of strategic objectives and identify gaps and improvement opportunities.
- Prepare and submit comprehensive periodic performance reports to the direct manager, including results, challenges, and recommendations.
- Review and update performance indicators to align with changing priorities and emerging trends at Dubai Chambers.
- Coordinate with departments to ensure integrated and effective implementation of initiatives and projects related to performance indicators.
- Take corrective and preventive actions as needed to address challenges and ensure efficient workflow.
- Support a culture of continuous improvement by reviewing processes and proposing development initiatives that enhance institutional performance.
Project Management
- Lead and manage strategic projects from initiation to closure using standardized project management frameworks (e.g., PMBOK, Agile).
- Define project scope, objectives, deliverables, timelines, resources, and risk mitigation strategies.
- Ensure effective stakeholder engagement, reporting, and communication throughout project lifecycles.
Strategic Communication & Reporting
- Prepare strategic reports, presentations, and briefing notes for executive leadership and external stakeholders.
- Coordinate strategy review sessions, performance review meetings, and quarterly strategic alignment updates.
Minimum Qualification
- Bachelor’s degree in industrial Engineer, Strategy, Management, or a related field
- Professional certification in Project Management (e.g., PMP, PRINCE2) and/or Strategy Management (e.g., Balanced Scorecard, OKR) is an asset.
Minimum Experience and Skills
- 4–6 years of experience in strategic planning, project management, or performance management, preferably in public institutions or membership organizations.
- Experience in working with executive leadership and government stakeholders is preferred.
