The incumbent will work under the direct supervision of the Programme Coordinator (Drug Control and Crime Prevention) and overall guidance of the UNODC Representative for the GCC Region. They will work in close collaboration with the project teams in OGCCR, as well as the UNODC Secretariat to the Governing Bodies (SGB), Division for Treaty Affairs (DTA), UNODC, and the headquarters-based branches and sections involved in special thematic initiatives related to the 15th United Nations Congress on Crime Prevention and Criminal Justice. Responsibilities
- The focus of this position is to provide support in backstopping, coordinating and monitoring the development and implementation of special thematic initiatives and activities in relation to the 15th United Nations Congress on Crime Prevention and Criminal Justice and its outcome document (“Abu Dhabi Declaration”), in alignment with the broader framework of the UNODC Strategic Partnership with the GCC Countries. Within delegated/assigned authority, the Associate Drug Control and Crime Prevention Officer will be responsible for the following specific duties:
- Contribute substantive, technical and administrative support to the formulation, development, implementation, coordination, backstopping and monitoring of assigned substantive initiatives and technical cooperation activities, including via the review, drafting and/or coordination of timely preparation and submission of relevant concept notes, documents, reports and budgets, identification of problems and issues to be addressed and potential corrective actions, liaison with relevant parties, counterparts and stakeholders, and identification and tracking of follow-up actions.
- Carry out basic research and studies on selected aspects (e.g., legal, social, statistical, etc.) of programmes, projects, developments, trends, operations and other activities (e.g., implementation of United Nations conventions, resolutions, preparation of reports/publications) in the GCC region, and beyond as appropriate, including via the collection, review, analysis and presentation of data, documents and other information on drugs, crime, corruption and terrorism prevention related issues gathered from diverse sources.
- Liaise and coordinate with counterparts within UNODC, both in Headquarters and in the field; foster collaboration and assists in building strategic partnerships with government officials of the Host Country and other GCC countries; support engagement with relevant stakeholders in other parts of the United Nations, representatives of inter-governmental and non-governmental organizations, and business partners to obtain and exchange relevant information.
- Contribute to the preparation and review of a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, legal documents and instruments, technical publications, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits, etc.
- Provide administrative and substantive support to consultative and other meetings, conferences, by proposing agenda topics, identifying and proposing participants, preparing background document and presentations, handling logistics, etc.
- Undertake advocacy and outreach activities; participate and assist in the development, organization, coordination and preparation of workshops, seminars, training courses and special events; participate and make presentations in assigned sessions/topics/activities.
- Assist in the review of relevant legal documents, instruments, or other material; identifies important issues, similarities and inconsistencies.
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, social sciences, law, criminal justice, political science, or related fields, is required.
A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

A minimum of two (2) years of progressively responsible experience related to drug control, crime prevention and criminal justice as relevant to UNODC’s mandate OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in technical cooperation delivery, project or programme development, implementation and monitoring is desirable. Work experience within the United Nations system or a similar international organization is desirable. Work experience in collecting and analyzing information on social, economic, or criminal justice-related issues, and contributing to written outputs such as reports, briefing notes, or background papers is desirable. Work experience in liaising with stakeholders (e.g., government counterparts, international organizations), supporting meetings, workshops or training activities, and contributing to the preparation of presentation and training materials is desirable.
Experience
in data analytics or related area is desirable.
