Assistant Resident Engineer (Civil)

Role overview

Construction supervision

• Maintain familiarity with civil works contractual requirements and assigned work packages; guide inspectors on work sequence, quality, and permit-to-work requirements.
• Conduct site supervision and daily inspections, attend field and laboratory tests, and follow up construction activities.
• Supervise water network works including excavation, bedding, pipe laying, thrust restraint, chambers, valves, fittings, connections, backfilling, and reinstatement.
• Oversee contractor inspections against inspection and test plans and advise the Resident Engineer on final approvals.
• Maintain red-mark and as-built drawing corrections and review contractor submissions.
• Report technical incompatibilities and non-compliant work; ensure contractors follow approved method statements.
• Monitor schedules and progress; support timely project completion and coordinate quality records with QA/QC.
• Participate in HSE walkthroughs, inspections, interventions, and audits; verify risk responses and report new risks.

Coordination and closeout

• Assist with interdisciplinary site coordination and assume additional Resident Engineer duties during leave cycles or emergencies.
• Liaise with client staff to close the project in accordance with contract obligations and PAC/FAC requirements.

Required qualifications

• Minimum BE or BSc in Civil Engineering, certified by the Ministry of Higher Education.
• At least 5 years of experience for engineering degree holders; similar consultancy experience is preferred.
• Knowledge of water network installation, testing, disinfection, and commissioning; client specifications, international standards, and relevant OSHAD Codes of Practice.
• Knowledge of HSE practices including confined space, excavation, lifting, work at height, permit-to-work systems, and risk assessments.
• Proficient in interpreting drawings, specifications, and inspection and test plans; computer applications for records, reports, and relevant engineering or construction software.
• Strong site-based coordination, reporting, communication, and problem-solving skills; fluent English reading and writing.

Desired qualifications

• TAQA Distribution or equivalent water utility project experience in Abu Dhabi or Al Ain is strongly preferred.
• Familiarity with TAQA specifications, permitting and reporting formats, the TAQA 12 Essential Rules, and client permit-to-work and control-of-works systems is desired.
• Approved Competent Person status with TRANSCO or ADDC is listed as a desired skill.

Schedule and availability

• The role requires full-time availability and may involve a six-day work week at site under the agreement.

Workplace

• Site-based role supporting projects in Abu Dhabi and Al Ain.
