الملخص الوظيفي

قيادة الإدارة المالية الشاملة للشركة وتطوير استراتيجياتها المالية بما يدعم نموها وتوسعها في السوق الخليجي، مع التركيز على إدارة التدفقات النقدية لمشاريع المقاولات الكبرى، وإعادة هيكلة الديون البنكية، وتحسين الكفاءة التشغيلية وخفض التكاليف، وضمان الامتثال للمعايير المحاسبية والتنظيمية المحلية والدولية.

المؤهلات والشهادات المطلوبة

◀ بكالوريوس في المحاسبة أو المالية أو إدارة الأعمال (ماجستير MBA يُعد ميزة إضافية قوية).

◀ شهادة **CMA** (محاسب إداري معتمد) أو **CFA** (محلل مالي معتمد) – **شرط أساسي.**

◀ شهادات إضافية مفضلة: CPA، SOCPA، أو IFRS Diploma.

◀ إجادة تامة للغة الإنجليزية تحدثاً وكتابة (C1 أو أعلى) – **شرط أساسي.**

◀ إجادة اللغة العربية بطلاقة.

الخبرات المطلوبة

◀ خبرة لا تقل عن **15 سنة** في الإدارة المالية، منها **7 سنوات على الأقل** في منصب قيادي (CFO أو Finance Director).

◀ خبرة عملية مثبتة في **شركات المقاولات الكبرى من تصنيف الدرجة الأولى** داخل دول الخليج العربي (السعودية، الإمارات، قطر، الكويت).

◀ فهم عميق لطبيعة عقود المقاولات (FIDIC, EPC, Lump Sum, Cost Plus) ومحاسبة المشاريع طويلة الأجل (Percentage of Completion).

◀ خبرة مباشرة في التعامل مع الجهات الحكومية والشبه حكومية الخليجية وأنظمة المدفوعات الخاصة بها.

المهام والمسؤوليات الرئيسية

1. التخطيط المالي الاستراتيجي

◀ وضع الاستراتيجية المالية طويلة المدى بما يتوافق مع أهداف الشركة التوسعية.

◀ إعداد الموازنات السنوية والتقديرات المالية للمشاريع، ومتابعة الانحرافات وتحليلها.

◀ تقديم التقارير المالية الدورية لمجلس الإدارة مع التوصيات الاستراتيجية.

2. تمويل الشركات وإعادة هيكلة الديون

◀ قيادة عمليات **تمويل الشركة** من خلال البنوك المحلية والإقليمية والدولية.

◀ **إعادة هيكلة الديون قصيرة المدى** وتحويلها إلى تسهيلات أكثر مرونة وانخفاضاً في التكلفة.

◀ التفاوض مع البنوك للحصول على أفضل الشروط في:

◦ خطابات الضمان (Bid Bonds, Performance Bonds, Advance Payment Guarantees)

◦ الاعتمادات المستندية (Letters of Credit – LCs)

◦ التسهيلات الائتمانية (Working Capital, Project Finance)

◦ تمويل المشاريع (Project Financing) وخصم المستخلصات

◀ بناء وتطوير علاقات استراتيجية مع المؤسسات المالية وصناديق التمويل.

3. إدارة التدفقات النقدية ورأس المال العامل

◀ إدارة التدفقات النقدية للمشاريع المتعددة والمتزامنة بكفاءة عالية.

◀ تحسين دورة رأس المال العامل (Working Capital Cycle) وتقصير فترات التحصيل.

◀ متابعة المستخلصات والمطالبات (Claims & Variations) والتأكد من تحصيلها في مواعيدها.

4. خفض التكاليف وتحسين الربحية

◀ تطبيق برامج عملية لـ**خفض التكاليف التشغيلية** عبر جميع المشاريع والإدارات.

◀ تحليل تكاليف المشاريع وتحديد فرص التحسين والوفورات.

◀ مراجعة هياكل التسعير وهوامش الربحية وتقديم توصيات للإدارة العليا.

◀ بناء نماذج مالية لقياس جدوى المشاريع قبل الترسية.

5. الحوكمة والامتثال وإدارة المخاطر

◀ ضمان الامتثال لمعايير IFRS والمتطلبات الزكوية والضريبية (الزكاة وضريبة القيمة المضافة).

◀ إدارة العلاقة مع المراجعين الخارجيين والداخليين.

◀ بناء وتطوير منظومة الرقابة الداخلية وإدارة المخاطر المالية.

◀ متابعة متطلبات هيئات التصنيف والجهات التنظيمية في دول الخليج.

6. القيادة وتطوير الفريق

◀ قيادة وتطوير فريق الإدارة المالية (محاسبة، خزينة، تكاليف، ميزانيات).

◀ بناء ثقافة الأداء المالي عبر جميع إدارات الشركة.

◀ شخصية قيادية، نزيهة، وتتمتع بمهارات تواصل عالية على مستوى مجلس الإدارة.

Lead the overall financial management of the company and develop financial strategies that support growth and expansion within the GCC market.

The role focuses on managing cash flow for large-scale construction projects, restructuring bank debt, improving operational efficiency, reducing costs, and ensuring compliance with local and international accounting and regulatory standards.

· Bachelor’s degree in Accounting, Finance, or Business Administration (MBA is a strong advantage)

· Mandatory certification: CMA or CFA

· Preferred certifications: SOCPA, CPA, or Diploma in IFRS

· Fluency in English (spoken and written) is required

· Proficiency in Arabic is preferred

· Minimum 15 years of experience in financial management, including at least 7 years in a leadership role (Finance Director or CFO)

· Proven experience in first-class contracting companies within the GCC (Saudi Arabia, UAE, Qatar, Kuwait)

· Strong understanding of contracting models (Lump Sum, Cost Plus, EPC, FIDIC) and long-term project accounting (Percentage of Completion)

· Hands-on experience dealing with government and semi-government entities in the GCC and their payment systems

· Develop long-term financial strategies aligned with company growth objectives

· Prepare annual budgets and project financial forecasts, and monitor variances

· Provide periodic financial reports to the Board with strategic recommendations

· Lead company financing activities with local, regional, and international banks

· Restructure short-term debt into more flexible and cost-effective facilities

· Negotiate banking instruments such as:

o Bid Bonds, Performance Bonds, Advance Payment Guarantees

o Letters of Credit (LCs)

o Working Capital and Project Finance facilities

· Build strong relationships with financial institutions and funding entities

· Manage cash flow across multiple ongoing projects efficiently

· Optimize working capital cycles and improve collection periods

· Monitor claims, variations, and project receivables to ensure timely collection

· Implement cost-reduction strategies across projects and departments

· Analyze project costs and identify efficiency improvements

· Review pricing structures and profit margins, providing recommendations to senior management

· Develop financial models to assess project feasibility before award

· Ensure compliance with IFRS, Zakat, and VAT regulations

· Manage relationships with external and internal auditors

· Develop and strengthen internal controls and financial risk management systems

· Monitor regulatory and classification authority requirements in GCC countries

· Lead and develop the finance team (Accounting, Treasury, Costing, Budgeting)

· Promote a strong financial performance culture across the organization

· Strong negotiation skills with proven ability to secure major financing deals
